Research On The Evaluation Of Performance During The Process Of Integration Between Agricultural Chain And Technology Chain In Sichuan

The agricultural industry chain is the effective value of agricultural products from production to market approach, but the agriculture of our country exist long short industrial chain, value-added products is not high, low level of industrialization of the problem, and the coupling relationship exists between the agricultural industry chain and technology chain, double chain integration is an important way to achieve the traditional agriculture and internal requirements to modern agriculture of inner transformation. In this context, Sichuan Province carry out the "science and technology innovation chain demonstration project", aims to make breakthroughs in key technologies and common technologies to support the service bottleneck, realize the integration of industrial chain, industrial chain and technology chain symbiosis. This paper from the agricultural industry chain and technology chain integration perspective, take science and technology innovation chain demonstration project in Sichuan Province as an example, to explore the deep coupling and linkage mechanism of double stranded, and evaluate the performance of the integration.Following the "to describe the status quo -- theoretical analysis basic mentality index system design -- case analysis", combined with the integration of industrial chain theory, value chain theory, transaction cost theory and stakeholder theory, put forward the technology transfer, commissioned research, joint research, build a scientific research base and research strategy alliance 5 integration modes, and further analyzes the interactive relationship between institutional connotation ISR strategic alliance and each subject (Figure 3-1). The Sichuan Province Science and technology innovation in the industrial chain demonstration project swine, pickled cabbage, (Medicine) mushroom with 22 home units from three big industry conducted a questionnaire survey, based on the technology chain, industry chain extension of the development situation, management synergy and effective implementation of the project of 4 dimensions and 31 indicators of performance evaluation system, invited 22 experts to participate in the demonstration project Table (4-2) on the evaluation index system for scoring weights, and the use of BP neural network model was applied to evaluate the agricultural industry chain and technology chain integration performance.The conclusions of this study are as follows:(1) swine industry, pickled cabbage industry and (medicinal) mushroom industry three industry double chain integration performance value from high to low is the swine industry, (medicinal) mushroom industry, the industry between the performance values the smaller the gap; (2) from the development of technology of chain, technology is relatively complete, and (medicinal) mushroom high application cost key technology of (medicinal) mushroom industry; (3) from the extension of the industrial chain of view, (medicinal) mushroom for each link between bacteria breeding, planting, processing industry, sales can be separated and can be processed with high degree, help to extend the industrial chain; (4) the implementation of benefits from the project view, pickled cabbage industry is the traditional industry, the market tends to saturation, profit allocation mechanism of cultivation and processing link is not perfect, erosion upstream farmers’ profits by downstream processing enterprises; (5) the overall development situation, three industry chain lags behind the technology chain, innovation of science and technology achievements transformation ability needs to be improved; the extension of industrial chain development level is not high, the implementation of the project benefit the lower than expected level; (6) the strategic alliance based on "political research "Cooperation model is helpful to improve the extensibility and management of industrial synergy degree, is a new paradigm of agricultural industry chain and technology chain depth integration.According to problems happened in the agricultural industry chain and technology chain integration process, put forward the corresponding countermeasures and suggestions:(1) Strengthen the industrial chain and technology chain integration symbiotic by constructing continuous technological innovation system;(2) Cultivate new agricultural business entities and extend the agricultural industry chain;(3) Strengthen government allocation of resources and policy support.
