Beijing-Tianjin-Hebei which is expected to Chinese economy "third growth pole" carries a heavy responsibility to drive in North China region and the future of sustainable development. From economic development aspect, the achievements of Beijing-Tianjin-Hebei region is obvious. In 2013, the gross regional product of Beijing, Tianjin-Hebei topped 6 trillion yuan, up 6.2 trillion yuan, accounting for 10.9% of the country. GDP per capita terms,2008-2013 years, the percentage of per capita GDP growth rate of Beijing-Tianjin-Hebei region have reached double digits. However, at the same time, Beijing-Tianjin-Hebei region faces enormous environmental pressure, the rapid economic development of the side effects are obvious. Air pollution, for example, in key areas, according to 2014 released by the Ministry of Environmental Protection and 74 urban air quality status is displayed in the list before the most heavily polluted cities in the Top 20, there are 11 cities of Beijing-Tianjin-Hebei region impressively, wherein 8 cities among the top 10. Seriously affecting people’s travel and health of the people of "haze on all sides ", "smog siege" is getting worse.In such severe environmental situation, if we still use the traditional measure of economic efficiency of economic development in Beijing-Tianjin-Hebei region, it has been unable to be objective and accurate. Instead, bring the environmental factor into the evaluation system, using the economic efficiency with environmental factors to measure the development of Beijing-Tianjin-Hebei has become an inevitable requirement.In this paper, using Super efficiency DEA to static analyze 13 cities of the Beijing-Tianjin-Hebei region (2004-2013). Though the calculation, the efficiency values after sorting is obtained. The efficiency value of Beijing be far ahead. Then through dynamic analysis by Malmquist Index, Beijing-Tianjin-Hebei region TFP index is downward, which is caused by technological progress and pure technical efficiency and scale efficiency three aspects. Finally, the eight factors be selected as explanatory variables introduced to Tobit regression model, their impact on the environment efficiency was analyzed by the empirical analysis. Analysis result shows that high levels of economic development and population density are not an excuses of environmental pollution, on the contrary, they are beneficial to take the lower the environmental cost to achieve higher economic returns, saving environmental construction cost; From the aspect of improving environmental efficiency, the second industry-based industrial structure is still need to adjusted; Foreign investment is not significant influence on environmental efficiency, that does not support the "pollution haven" hypothesis from the empirical results; Enterprise environment management need the progress of technology and policy support; The efficiency of the recycling economy and environmental negative correlation, may be due to the backward technology and low efficiency caused by the do more harm than good; Public transportation construction is good method to reduce the efficiency of the exhaust emission and improve environment, but a simple bus network can not meet the requirements; Since the popularizing rate of new energy which is one of the fundamental way to solve the energy depletion and pollution reduction increased, the new energy’s role to promote the efficiency of environment is starting to show. Finally, the policy suggestions will be put forward according to the results of the analysis. |
