| Along with economic globalization and the rise of the network economy, the development of logistics industry is accelerating in the global scope. China as the world’s second largest economy, the logistics industry develops rapidly. But when we see that the logistics industry has presented a expansion-oriented growing pattern, we more need to examine rationally if the inputs and outputs are reasonable and valid. Beijing-Tianjin-Hebei region is known as the "third pole" of the economic growth in China, much attention has been paid to its logistics industry development, so it is very important that study the efficiency of its logistics industry and seek the countermeasures of efficiency improvement in order to the healthy development of logistics industry. At the same time, as the outline of the coordinated development of Beijing-Tianjin-Hebei is promulgated and implemented step by step, especially the traffic integration needs to take the lead in a breakthrough which is mentioned in the outline, it will create a good condition for the coordinated development of the logistics industry of Beijing-Tianjin-Hebei. Through the analysis of the efficiency of the logistics industry of Beijing-Tianjin-Hebei and the cities in this article, let us have a clear understanding of the efficiency of the logistics industry in Beijing-Tianjin-Hebei and the cities and provide certain theoretical guidance for the coordinated development of the logistics industry in Beijing-Tianjin-Hebei in the future.This paper mainly uses DEA method to analyzes the efficiency of the logistics industry in Beijing-Tianjin-Hebei. Firstly, it uses traditional DEA model for static analysis of the efficiency of the logistics industry and divide technical efficiency into pure technical efficiency and scale efficiency. And the results show: in Beijing-Tianjin-Hebei 13 cities, during the period of investigation, the efficiency of logistics industry in Tianjin and Tangshan is efficient alone; in 13 cities, the difference of pure technical efficiency is bigger, but the difference of scale efficiency is smaller; pure technical efficiency is the main factors influencing technical efficiency in the region. And it makes use of SE-DEA model that sorts the decision making units that the efficiency value is 1, and it can clearly know the location of 13 cities respectively by the rank of the logistics industry of Beijing-Tianjin-Hebei. Then it takes advantage of Malmquist index for dynamic analysis of the efficiency of the logistics industry in Beijing-Tianjin-Hebei. And total factor productivity change can be divided into technical progress and technical efficiency change. And it draws conclusions: technological progress is the main factor of total factor productivity change; in the deteriorating of technological progress, the change of technical efficiency eases the trend of regression of the total factor productivity to a certain extent; from the average of total factor productivity perspective, the most of cities’ total factor productivity is growing. On the basis of this analysis, this paper puts forward concrete countermeasures for the promotion of efficiency of logistics industry in Beijing-Tianjin-Hebei: promote balanced development of logistics industry among regions, integrate logistics infrastructure resources, speed up the construction of logistics cluster areas, improve the level of logistics informationization and standardization, and cultivate diversity talent about logistics. |
