| At present,the living standards of residents are improving day by day,people’s demand for fresh agricultural products is also increasing,and their quality requirements are getting higher and higher,but because fresh agricultural products have perishability,short shelf life,conventional transportation loss rate and other problems,cold chain transportation has become an inevitable choice to reduce the loss of fresh agricultural products and ensure their quality.In addition,in recent years,the national policy has been vigorously supporting the construction of cold chain logistics system,and the coordinated development of Beijing-Tianjin-Hebei has also provided excellent conditions for the development of local cold chain logistics,so improving the efficiency of cold chain logistics of fresh agricultural products and optimizing the cold chain logistics system is of positive significance to the Beijing-Tianjin-Hebei region.Based on the combing of relevant research literature at home and abroad and the research on supply chain management,input-output theory and production frontier theory,this thesis first analyzes the development status of cold chain logistics of fresh agricultural products in the Beijing-Tianjin-Hebei region,and combines the actual influencing factors of cold chain logistics of fresh agricultural products in Beijing-Tianjin-Hebei to construct an analytical framework for the efficiency of cold chain logistics of fresh agricultural products in Beijing-Tianjin-Hebei.With the help of DEAP 2.1 software,the DEA model and Malmquist index were comprehensively used to analyze the cold chain logistics efficiency of fresh agricultural products in the Beijing-Tianjin-Hebei region,and the difference analysis was carried out with other parts of China,and finally the Tobit regression method was used to carry out empirical research on the influencing factors of efficiency.Through the empirical results,the following conclusions are obtained: First,the overall level of cold chain logistics of fresh agricultural products in Beijing-Tianjin-Hebei from 2017 to 2021 is relatively high,but its pure technical efficiency value is low.There is still an imbalance in the development of the Beijing-Tianjin-Hebei region,of which Hebei Province has not achieved effective technology for a long time,nor has it achieved effective scale,which also directly hinders the improvement of regional cold chain logistics efficiency,so the Beijing-Tianjin-Hebei region should focus on improving the utilization efficiency of cold chain logistics technology while strengthening institutional management and adjusting the proportion of input factors to an appropriate position.There are regional differences between the cold chain logistics efficiency of fresh agricultural products in the Beijing-Tianjin-Hebei region and other parts of China,and the comprehensive efficiency of cold chain logistics in the Beijing-Tianjin-Hebei region is excellent compared with other regions,but there is still a certain degree of gap between pure technical efficiency and the northwest region and the southern coastal areas.Second,from 2017 to 2021,the total factor productivity index of cold chain logistics in the Beijing-Tianjin-Hebei region has declined to a certain extent,mainly due to the decrease in the technical efficiency of cold chain logistics in the region.In addition,in2020-2021,total factor production efficiency in Beijing and Tianjin fell more,which may be due to the blockage of cold chain logistics due to the impact of the new crown epidemic,while total factor productivity in Hebei Province showed an upward trend during this period.Third,the industrial structure,location factors,informatization degree and logistics resource carrying pressure have a significant impact on the cold chain logistics efficiency of regional fresh agricultural products.Based on the above research conclusions,this thesis puts forward the following countermeasures and suggestions:(1)promote the development of regional tertiary industry and help the transformation and upgrading of cold chain logistics;(2)Give full play to the location and resource advantages of Beijing and Tianjin and promote the integration of regional cold chain logistics;(3)Improve data sharing and enhance the degree of regional informatization;(4)Innovate institutional arrangements to alleviate the pressure on logistics resources;(5)Strengthen the construction of cold chain logistics facilities and coordinate the planning of regional cold chain logistics resources. |
