Although state-owned enterprises plays the l eading role in the national econom y, like the private enterprises,its competitiveness mainly performs as the com petition of human capital. Middle-level managers of state-owned enterprise is the cor e force which can put the enterprise’s strategy, objectives and decis ions into p ractice. and it serves as a connecting link between the preceding and the following in the enterprise’s daily operation and management; Middle-level managers in enterprises is not only the executor of high-level strategic decision who performs the role of team leader, but it is also the leader of subordinate basic-level team who plays the role of real-time supervision and control; In addition, in state-owned ente rprises, middle-level managers should not only earnestly fulfill the task of economic construction of the higher authorities, but also flexibly respond to the market changes.Therefore,the performance of state-owned enterprises has a close relationship with the m iddle-level managers, and the perform ance appraisal,as an important part of human resource management, plays an important role in encouraging the middle-level managers and cultivating the competition of human capital.Local state-owned enterprises are different from the priva te enterprises in the following aspects: in the process of particip ating in the operation of the market economy, local state-owned enterprises m ore suffer the direct intervention of the local governm ent. The concrete path and the degree of govern ment intervention decide the behavior and performance of the m anager of local state-owned enterprises. The middle-level managers of local state-owned enterprises are in the middle position in the organizational structure of enterprises and plays a connecting link betw een the preceding and the following like a bridge between the enterprise decision-making layer and execu tion layer, and it is the central system of the local s tate-owned enterprises, which determines if the local state-owned enterprise can have a sustaine d and healthy developm ent.Therefore,it has become the focus of performance appraisal. Taking into account the performance appraisal of the middle managers of local en terprises from the perspective of the government will help guide the behavior of the m iddle managers of local enterprises,and im prove the internal management efficiency of local state-owned enterprises.In this paper, we comb and analyze the current situation and problems of carrying out the perfor mance appraisal to the m iddle-level managers in the local state-owned enterprises in theory, draw lessons from the experience of the p erformance evaluation system of s tate-owned enterprises in deve loped countries, and take into account the establishment of perfor mance evaluation syst em of middle-level managers in the local state-owned enterprises from the view of the governm ent. The article takes a local state-owned enterprise(A company) as an ex ample, according to the existing prob lems in the appraisal of the m iddle-level managers, reconstructs the appraisal system, combs the appraisal management system, and provides re ferential experience for other countries in the performance appraisal of the middle-level managers.
