Business efficiency always is an outstanding problem in state-owned enterprises. The main cause is poor operation and management. In order to mobilize enthusiasm and initiative of the top managers in state-owned enterprises and improve the state-owned enterprises business efficiency, it is necessary to establish a set of entire top manager incentive mechanism. But, the basis problem of the incentive mechanism is a good state-owned enterprise top manager performance evaluation system, implementing proper incentive mechanism needs to establish in a scientific and rational top manager performance evaluation system. At the same time, through the achievement appraises of the top management in state-owned enterprise, top management may carry out the state-owned capital management responsibility, thus to realize value-kept and value-added. The first link of the top manager performance evaluation is the index system, the scientificalness and rationality of index system are related to the effect of the top manager performance evaluation directly.This paper takes the index system as the object of study, drawing support from the relevant theory of performance evaluation, analyzing the main problem of the available state-owned enterprise top manager performance evaluation system, finally, putting forward a state-owned enterprise top manager performance evaluation framework of index system centering on EVA(Economic Value Added).
