The Problems And Countermeasures Of Regional Cooperation In Hubei Province

With the rapid development of global economic integration and the constant deepening of China’s reform and opening up, regional cooperation has become an important element in economic promotion development of modern society, through regional cooperation to allocate the resources within the region to make the essential productive factors flow freely, so that advantages complement each others and promote the economy development. In some sense regional cooperation mobilizes the potential economic activities, creating new production incentive to promote the economy in cooperation regions even the whole country to develop in a healthy and orderly way. In the recent years, in the construction of "the middle reaches of the Yangtze River City Group", "Yangtze River Economic Belt" Hubei Province has made great efforts and contributions in constructing the rising of Central China and promoting regional cooperation development, however, there are still some problems demanding prompt solution which restrict the further regional cooperation development of Hubei Province.This paper take the promotion of EU, NAFTA, APEC, and the formation of the Yangtze River Delta, Beijing, Tianjin city group, the middle reaches of the Yangtze River as examples, through the detailed analysis of the course of their growth, development and the region influence within and around the country. Aiming at Hubei’s lack of furthering opening-up idea and the defective management and running system of region cooperation, as well as the mode of regional cooperation is not creative enough and the support to the development of provincial region cooperation is not strong enough, it proposes some strategies and suggestions, that is, relying on the national and provincial strategy to promote provincial region cooperation, perfect the construction of inter-provincial and inner provincial transportation hub, especially to complete the construction of the broken railways, improve transportation efficiency, build a comprehensive and convenient transportation net. Launch strategic cooperation with the important hi-tech district domestic actively to build hi-tech industrial park. Focus on building cooperation demonstration zone, guiding the deeper areas of cooperation. Such as:the Wuhan city circle inter-regional economic cooperation zone, Yi Jing Jing, Xiang Shi Sui cities group, eco-regional cooperation in the construction and the Red River Valley cities and so on. To improve Hubei’s competitiveness in the Central China even the whole country, create and perfect regional cooperation management system and running system, complete the construction of law system, ensure the seriousness and authority of the plan of regional cooperation development, maintain the legitimate interests of every participants, make full use of market-oriented operation mechanism, promote the chambers of commerce, trade associations and other civil society organizations to participate in regional cooperation.
