County economy is the basis as well as essential components of district economy. Since commencement of the 16th NPC, the development and exploitation of county economy is pinpointed as significant task for the party committee and governments which at the mean time was granted as an essential premise for the realization of Chinese Dream and key factors to resolve existing problems as increasingly widened gap between urban and rural area. Hence for recent years, investment attraction is reckoned ass NO.1 projects for various districts to boost economy. And along with the implementation of related projects, we have witness a rapid growth of county private economy which is now regarded as an essential engine to driven economy forward, increase government finance revenue, promote employment rate, deepen urban construction and maintain social stabilization. Though, with the expanding of private enterprises in terms of numbers and scales, one unavoidable problem revealed itself to the public that draws urgent attention, that is to say, human resource management. The development of one company requires multi-talents, though where are they from? How we can help private enterprises to go through bottleneck? How they can promote their core competences? How we can lead them diving into self innovation? I’ve engaged in state industry and commerce system for years that give me fully awareness that this problem had draw close attention by enterprises, to help solving the problem I had attentively diagnosed specific talents obstacles that 1st class county private enterprises are facing which lead me to conclude that movement instruction, social support, talents structure valued by company itself are meaningful. This essay hereinafter takes Linli county of Changde City as example to conduct thorough research and analysis on current human resource status and existing problems of private enterprises located in this county in order to present related rectification suggestion and advises. The paper is constitutes of five chapters, first goes to introduction which consists of research background, objectives, approaches and methodology and innovation approaches of the paper; secondly goes to literature review that covered human resource research progress of both at home and abroad, giving out related concepts and present theory foundation of research; thirdly, take private enterprises located in Linli county ass example to conduct diagnosis from development profile, HR structure to related HR measurements; chapter four stated HR management problems and causes that existing in private enterprises; chapter five is presenting measurements should carry out to enhance HR management of private enterprises of Linli county.In order to comprehensively understand the current situation and existing problem of private enterprises, I had visited the company for information, conducted investigation from related units, organized meetings with the CPPCC members, compared data, which enabled me to conclude that:excellent human resources are the supporting pillar for the development of county private enterprises and non-stated owned economy; meanwhile, bring in innovation mechanism to fulfill virtuous circulation; complete stabilization measurements, construct development platform; and enhance training approaches, promote basic qualities are methods from three aspects that should be carried out by Linli County to boost economy of all kinds., The innovation point of this article is through field research, data obtained and the analysis conclusion of private economy in Linli county and the private enterprise human resources management situation, is the innovation of research contents, it has certain guiding significance for the construction of human resources in private enterprises in Linli county. The innovation approaches of this article is the content renovation, by conducting field investigation to obtain authentic information about human resource management situation of Linli County to support analyze conclusion which should holds considerate significance for the development of human resources management in private enterprises in Linli county.
