This topic through the analysis of the present situation of human resources development in rural areas of the new rural construction of our country in the new period, a display of China’s rural construction achievements made, such as the rural economic development, education, medical conditions in rural areas to improve the rural labor force transfer, to achieve success; on the other hand is the emphasis on human resources problem facing the new rural construction of our country, especially the human resource development dilemma, practice as follows:rural high quality human resource outflow, the government and farmers themselves to the development of rural human resources, lack of awareness of the importance of rural areas, leading to low utilization of rural human resources, play the advantage is not out of the population. Through the carding, analysis with the help of theory, in exploring the reasons at the same time, trying to find a solution to the problem of the road, looking for a possibility of solving practical problems in theory, reality shows theoretical guidance in practice. Therefore, Therefore, this paper in the third chapter, to human resources development in the new rural construction in Huizhou City, Guangdong Province as a case, namely the practice in Huizhou City Hengli Town Tai’an village as an example, to demonstrate the important role of human resource development in promoting the new countryside building. Tai’an village by improving education, medical, transportation and other infrastructure projects, the introduction of talent, inhibition of brain drain measures, is of universal significance. This inspiration, this paper puts forward five suggestions for development of human resources in the construction of New Countryside:one is to perfect the rural education system, supporting rural industrial development; two is the government to increase the new rural support; three is to perfect the system of rural human resource allocation; four is to improve the rural human resources development system; five is to promote the transfer of the rural human resources, the introduction of advantages of the project. The final conclusion is:Firstly, should correctly handle the relationship between the exploitation of natural resources and human resources, the human resources development in rural areas in the new rural construction the first place. Secondly, should attach great importance to the strategic position of education, speed up the development of rural education. Thirdly, should strengthen the rural labor force skills training. Fourthly, we should strengthen the construction of rural talent market, the establishment of rural human resources and talent development mechanism. Fifthly, we should continue to implement the policy of family planning, establishing and perfecting the basic security system in the rural areas and primary health care service system, improve the quality of rural labor force. To improve the overall quality of rural human resources, improve the living condition and quality of China’s rural areas, the new rural construction will be helpful in our country, so as to realize the agricultural modernization development fundamentally, the new rural construction, rural civilization and social progress.
