A Applied Research On The Performance Management Of FQ Property Management Company In Using Balanced Scorecard

Balanced Scorecard is defined from a research of ‘The Measure Methods of Future Organizational Performance’ by Robert Kaplan from Harvard and David Norton the CEO of Nolan Norton Institute in 1990. This research is aimed to find a new way superior to the traditional performance evaluation model by finance, which makes the ‘strategy’ into ‘action’ in such organization. By 2008, The two researchers have published five books about Balanced Score Card to enrich their findings and results, which enables the Balanced Score Card Theory to be a strategic management theory.Balanced Score Card is widely used and generalized in abroad. Harvard Business Review awards it the most influential management tool, and its validity is verified by numbers of well-known enterprises. However, there is a certain gap between China and abroad on theory research and practical use of Balanced Score Card. Some competitive enterprises may use Balanced Score Card in practice in China, but labor-intensive enterprises seldom use it.A property management company is a independent legal and economic entity providing professional management service of overground permanent constructions, accessories, facilities as well as their surroundings and environment. It ensures the owners and users a good life and working environment. China owns its first professional property management company in 1981 in Shenzhen, and this number is up to one hundred and seven thousand at the end of 2014 with its six million workers due to the growing economy and deepening reform. With the cleaning of real estate industry in 2012, shares of residential property decreases while shares of commerce and industry keeps their fast growth. In 2014, the proportion of residential property shows 74.6%, commerce 11.25%, and industry 5.84%.This paper aims to find the possibility of using performance management system in a large industry property management company changed from the state-owned enterprise on the basis of Balanced Scorecard. In such way, we try to make a contribution on improving the service of industry property management enterprises.
