At present, in the case of the global economic development situation is still not clear, and further dig according to the internal resources of enterprises has become the key link in the survival and development of Chinese enterprises, and human resources is one of the most potential resources of the enterprise. Human resource planning is an important part of human resource management, which can not only help enterprises to use the talents, to dig the talent, to retain talent, but also to promote the realization of the strategic objectives of the enterprise in the mid-term. From ZDB group as the province of state-owned assets management committee, province registered capital and largest provincial large state-owned credit guarantee institutions, set up over the past six years, in order to guarantee system as a platform, based in Shandong, facing the province’s 17 city, actively carry out guarantee and re guarantee business, enterprises registered capital was established at the beginning of 9.8 billion yuan to gradually increased to 11.9 billion yuan, 2012-2014 year business income of the average annual compound growth rate was 45.89%. By the end of 2014 at the end of the year, the company accumulated guarantee and re guarantee business for over 1150 billion yuan, the cumulative pull the local GDP growth 205 billion yuan, to alleviate the province small and medium-sized enterprise financing difficult, promote local economic development, to help employees play an important role. As of now, the company staff of 90 people.ZDB group is not long, but the development speed is very fast, human resource management has made considerable progress, the staff also showed a young, highly educated, professional skills, strong and other positive features, but in the talent awareness, echelon construction, career planning, performance management and other aspects still exist some problems, which restrict the overall effectiveness of ZDB group, is not conducive to long-term development of the group.The based on re guarantee high risk and low income, associated with the economic situation closely the characteristics of the industry, from conducive to enterprise sustainable development as the point of departure, on the current situation of human resource of ZDB group of system analysis and evaluation, summed up the group characteristics of human resource management, analyzes the existing main problems and through the prospect and analysis of ZDB group 45 plan, the supply and demand of the group’s human resources management forecasts, determine the guiding ideology of ZDB group human resources planning, implementation plan and the safeguard measure.The research of this paper is to carry out the scientific development of human resource management in ZDB group, further strengthen the position of the enterprise, maintain the healthy development of the enterprise and obtain the sustainable competitive advantage. It has a certain practical significance. At the same time, the research of this paper has some reference value for other enterprises of the same industry and the same size.
