Study On The Policy Finance Of Agricultural Development Bank Of China

The key and critical point to build China into a moderately prosperous society in an all-round way is in the rural areas. At presant, an important factor restricting China’s new rural constrction is the lack of funds. In recent years, the official finance change its stage to the front to solve the "three rural issues" more efficiently with the mostly fiscal policy together. However, it is not sufficient to raise rural development funds only through the financial channels. There is a large outflow of rural funds, which cause the contradiction between supply and demand of rural credit funds. As the only agricultural policy bank of China, Agricultural Development Bank of China should play the role of the main force, leading rural cooperative finance and commercial finance to increase capital investment together, achieving joint support for agriculture finally. Since its inception, Agricultural Development Bank of China can implement the national agricultural policy constantly, continue to increase the intensity of credit, realise multi direction an the whole chain of support in the "three rural" areas. However, due to some internal and external reasons such as the management system, service means, functions, its role in supporting agriculture has not been fully played. Therefore, under the new situation, how to deepen the reform of Agricultural Development Bank of China, how to implement the supporting policies and how to achieve effective development become an urgent important issue to solve and study, which has important theoretical research and practical significance. On the basis of the existing research results, this paper summarizes and analyzes the mature experience of foreign countries using empirical analysis, normative analysis, comparative analysis and other research methods to reseach and disscuss the encounting problems of Agricultural Development Bank of China in-depth, which could make a comprehensive analysis and exploration of the future development direction.The main frame and content of the paper is:First of all, the paper elaborates the basic definition, the relevant concept and the domestic and foreign research status related to agricultural policy finance.Secondly, based on the analysis of China’s agricultural policy finance history, reviewing the development of the Agricultural Development Bank of China, the paper analyses the problems existing in the Agricultural Development Bank of China and explore the causes of the problem.Thirdly, the paper analyzes the agricultural policy banking system and operation practice in the world, from which it can provide experience and reference for the development of China’s agricultural development bank.Finally, based on the analysis, summarizes the domestic and foreign agricultural policy finance development, the paper further deepen our understanding of agricultural policy finance and put forward the countermeasures and suggestions for the development of Agricultural Development Bank of China.
