Currently, the China’s society is in the process of transformation to a modern society. Large numbers of migrant workers in urban areas construct the city with cheap labor while sharing the urban residents’ living materials. As the city construction is relatively lagging behind the rapid development of economy, which makes different interest groups conflicting and contradicting in the housing, medical, health and other areas. One prominent phenomenon is numbers migrant workers to make a living, resulting in a huge housing rental demanding, which directly test the management system and not that perfect rental market. Besides, because of low economic conditions, migrant workers gathered areas emerged "group renting".Take Wujiang district for instance: with the economic developing, enterprises increased, migrant workers increased, vacant housing increased, but income decreased(compared to rising prices).These features directly resulted in the “group renting” which always are with good location, convenient transportation and much lower rent. However, the "group renting" may endanger the safety of the building and the property of the residents, the public security of the residential area, the living environment, and so on. Meanwhile, the management of the group renting is facing the dilemma of emotion, supervision, law enforcement and other aspects.It needs management, governance, building and other comprehensive measures, involving government departments, social organizations, autonomous organizations to carry out the overall coordination, building a new pattern of rental, to meet the expectations of the people and maintain social harmony and stability.This paper focuses on the "group renting" problem in Wujiang economic and Technological Development Zone as the research object. By the background and empirical analysis, researches the existing circumstances of "group renting" and social, livelihood, security and other issues it brought in the current process of promoting social governance. Then proposes feasible countermeasures, in order to provide theoretical basis of solving the problem of "group renting"..
