In its Seventeenth Congress Report, the Communist Party raised a "Five Haves" Target, that is "to ensure that all our people enjoy their rights to education, employment, medical and old-age care, and housing," This target includes a solemn promise in solving the housing problem, based on one of the most involved, most direct and most realistic interests of the people. However, with the rapid economic development and social changes in China, group-oriented leasing appears and soon becomes rampant in major cities like Beijing, Shanghai and Guangzhou. Along with this phenomenon, there are an army of specialized "underground agents" and "principal tenants" making profits out of related business. Group-oriented leasing tends to bring about a series of negative effects such as potential insecurity, additional troubles for real estate management, infringement on legitimate rights of neighboring residents. It recently became a focused topic in the society, attracting extensive attentions and media coverage. Ordinary residents and real estate management companies especially call for the government to address this problem.This thesis introduces the practice of Shanghai in dealing with group-oriented leasing. The government initially issued some regulations to restrict such practice, trying to use compulsory campaigns to demolish inside partitions, etc. before long, the government realized that law-enforcements through such campaigns not only couldn't exterminate the group-oriented leasing, but also invited questions from many quarters, with some scholars and lawyers regarding such campaign as a sign of the governmental negligence of its own responsibilities, and a case of impairing the interest of the social vulnerable group. As a matter of fact, whether to allow or forbid such a social phenomenon, it will inevitably hurt some people's interest. The key is how to regulate, how to lead the practice of group-oriented leasing. This issue, therefore, becomes a hotspot and hard shell for the public administration.From the prospective of the campaign-style law enforcement, this paper studies the problem of dealling group-oriented leasing in Shanghai, anatomizes the campaign-style law enforcement and its widely use in China. It explains the reason for the existence of campaign-style law enforcement and its various shortcomings. The thesis analyses some problems in dealing with group-oriented leasing, while at the same time, suggesting some countermeasures. The author states his key points of view in this paper as follows: 1. the campaign-style law enforcement will hardly solve the root of any social problem, even though it is still quite widely used in the law enforcers' handbook; 2. as a particular case in campaign-style law enforcement, dealing with group-oriented leasing in such a way also has limited social results; 3. at the present stage, it's critical for the related government to strike a fine balance between two tendencies of "let is be" and "strictly forbidden" .
