In the face of international and domestic economic developments, the report of the 18 th National Congress of the Communist Party of China pointed out“we should improve the core competitiveness of large and medium-sized enterprises,improve the laborers’ education and training”. Group company in such circumstances, the strategic focus is to promote the core competitiveness, the core content of human work is to study how to improve the core competitiveness. In terms of human resource management, enterprise’s human resources management personnel is directly involved. Therefore, what the competent quality of the enterprise human resources management personnel are, how the present situation is, and how to enhance their competence quality, are the problems needed to be solved.Competent quality model is a serie of competency or competent quality combination, which is required by the specific jobs among organizations, and is also associated with high performances, constructing the competent quality model of the post can accurately grasp the competency quality about this position, can also analyze the competent quality of the existing personnel staffs contrapuntally, which laid the foundation to enhance the quality of the employees. Therefore, to solve the issues about enterprises’ human resource management staffs mentioned above, you can start from researching the competency model for human resource managers. The paper takes the author worked RH group’s human resources management personnel as research object, starting from the function positioning of RH group human resources department and the responsibilities of HR personnel, adopting the method of behavior events method, questionnaire survey method and so on, to research the content of competency, the constructing and application of competent quality model. Through research, the paper puts forward the enterprise human resources management competencies needed for post, and puts forward a three-level competence level standards and specific requirements for levels, builds the human resources manager competency model. Meanwhile, the paper analyzes the human resource managers’ competency status and existed problems as well as courses of RH group.On this basis, using the studies of competency model for human resource managers, the paper presented many proposals in the deployment of training and development, human resources planning, selection and performance management as well as compensation management.
