In recent years, climate changing has being a global concern, how to get rid of the traditional development methods for the destruction of the environment, developing a low-carbon economy has become a worldwide research. In order to promote economic and social transformation to low-carbon economic development direction of change, The national development and Reform Commission to organize our national low-carbon industrial park pilot in 2014, to explore new modes of low carbon industrial park development. In China, industrial park gathers industrial, technical, financial, policy and other advantages in one, not only plays a role in urban economic "growth agents", and objectively reflects the overall competitiveness of the city. However, due to the long-term development of the concept together with the success of the theory of economic growth, the development of low-carbon industrial park is not optimistic. No matter from individuals, businesses and other social attention, or from the energy conservation and carbon reduction technology development, the policy on low carbon management rules, lack of a complete set of effective safeguard system and incentive system.This paper will be included in the national low carbon industrial park pilot of Taiyuan high-tech zone as the research object, through field investigation and data collection, to understand the status of the park’s economic development, energy consumption and carbon emissions, and analyses the key factors affecting the development of park low-carbon economy, in order to develop a practical application value evaluation system of low carbon industrial park, and evaluate its low-carbon development degree of Taiyuan high-tech zone, and for the future theoretical and empirical reference for the low carbon development. At first, based on combing the existing study of evaluation low carbon index system of industrial park, this paper discusses the sustainable development theory, cycle theory, and the theory of industrial ecology theory and environment efficiency theory of evaluation, the influence of low carbon analysis and summaries the economic situation of Taiyuan high-tech zone and low carbon development situation, the characteristics of the low carbon development in the zone is obtained, for below the evaluation index system of low carbon building provides practical reference. Second, on the basis of expert advice in the energy, construction, transportation, management, low carbon economy and other fields, this paper determines the evaluation of the five levels park low-carbon evaluation: carbon emissions targets, the energy index layer, low carbon life index layer, economic development index and low carbon management index layer, and combined with the existing low carbon policy in China and the relevant evaluation standard, and the characteristic of high-tech zone of the actual situation, determine the evaluation rules of evaluation content and evaluation standard. Again, this article raises the "pressure- state-response" model as a whole evaluation framework, builds the evaluation index system of low carbon industrial park, in combination with principal component analysis, hierarchical analysis and Delphil method to determine index weight, the index system was applied to Taiyuan high-tech zone formed by the evaluation of low carbon, low carbon development in the zone evaluation result is obtained. Finally, According to the low carbon rating results, this paper puts forward the low carbon development priorities and safeguard measures of Taiyuan high-tech zone, realizes the evaluation system of practical application value.
