Analysis And Countermeasures Of Cleaner Production In Customized-special-vehicle Manufacturing Industry In Liaoning Province

Cleaner production is a kind of new development strategy, requesting for comprehensive prevention and control of pollutants from the source of production. It will save energy, reduces resouse cost, reduces pollution, improves the efficiency through cleaner production audit, which improves the comprehensive performance of companies and is meaningful to sustainable development. As an old industrial base, Liaoning has a number of customized special automobile production enterprises. Distinguished from ordinary automobile manufacturing, customized special automobile manufacturing is characteristiced as multi-variety, small-batch, intended-type and various processe, that increases the difficulty of enterprise management. Those enterprises usually have many problems of energy, material consumption, equipment, technology and management. With public’s raising attention to the environment, the increasing environmental pressure has restricted the development of those enterprises. Therefore, the implementation of cleaner production in the industry to enhance the comprehensive competitiveness of enterprises is of great significance.The cleaner production audit of Liaoning Luping Machine Co., Ltd. was used as an example for the analysis of cleaner production potential in custom special vehicle manufacturing industry in Liaoning Province. In the audit,26 cleaner production options were adpoted, while as the end of the audit 20 of the options (19 free low fee plans and 1 middle/high fee plan) had been completed,3 middle/high fee plans was ongoing,3 middle/high fee plans would be completed in the next 5 years. Through the audit, the company had reached the short-term goal, obtaining significant environment protection effect and economic benefit of 1.7616 million RMB per year. The electroplating workshop had reached Ⅱ of the clean production standard of Plating & surface finishing industry and met the requirements of Notice on Rectification of Pollution in Electroplating Industry in Liaoning Province. The painting workshop had axceed III of the the clean production standard of automobile manufacturing (painting) and eliminated environmental violations. The machine shop had eliminated high energy-consumption facilities. In addition, the enterprises had further reduced energy consumption, improved the utilization of resources. By iproving the level of cleaning production, the comprehensive competitiveness of enterprises has been strengthened.Furthermore, the possible blocks in the cleaner production audit on this industry were analysised based on the case, some practical and feasible solutions were derived as well. On the basis of the characteristics of the customized special vehicle manufacturing industry, the common problems as the cleaner production potential and cleaner production solutions were discussed from eight aspects:raw materials and energy, technology, equipment, process control, product, waste, management and staff.
