Study On Industrial Transformation Of National Development Zones In Perspective Of Global Value Chain

Economic-technical development zones are not only the incubation and experiment fields for the reformation of management systems and market-oriented economy at home, but also are the important bases that meet the recombination of production factors and undertake international industrial transfer, externally, which is responsible in historical mission. Faced with the new changes appearing in the 21 century world, politics and economic situation and the new features demonstrated by regional economy, the development zones face the valuable opportunities and challenges in achieving the industries"second restructuring". Currently, national development zones have problems commonly, such as lower levels of industrial clusters, poor abilities in independent innovation and high dependence on foreign with weak risk resistance capacity at the same time. Therefore, analysing the industry restructuring of national development zones with the viewing angle of Global Value Chain is significant for the development zones to free from the low end of the lock and enhance the international competitiveness of industries.This article researches problems of the industrial restructuring of national development zone in accordance with basic thoughts, that is, theory overview—current situation analysis—experience learning—transition orientation—strategies and ensuring measures. In the article, industrial current development, industrial competition situation and transformation trend of national development zones are analysed with the viewing angle of Global value Chain and relevant theories of industrial restructuring. Accordingly, we have found that the development zones have barriers in embedded chain restructuring. Meanwhile, the article thinks that the viewing angle of industrial restructuring strategy should be high and we should integrate into the global industrial chain and value chain actively and take the innovation mode road of embedded chain development and strive for advantages of high-end chain through analysing and taking example by the successful practical experiences of advanced industrial parks, such as Silicon Valley, Singapore, Xinzhu Taiwan, Suzhou and so on. As for this, the article proposed the general restructuring thoughts of the Qingdao development zone's industrial restructuring, which is based on the viewing angle of Global Value Chain. The general restructuring thoughts started from development's idea, Industrial Cluster, functional orientation to research strategy restructuring and provide embedded chain trace and the selection of industry focus, in the end, the article put forward the specific solutions and promoting measures for the Qingdao development zone's industrial restructuring.
