China’s urbanization process is developing very quickly during the new century, however, china has special labor transfer mode in the urbanization process as a result of dual conomic structure which lead to urban-rural barriers.The china labor transfer path is "Peasant-rural migrant workers-townspeople". The peasant workers are one special crowd of people in the Chinese society. By the end of 2011, the national farmers’ total employment outside the home of about 24,223 people, migrant workers has become second only to farmers in China the second most important social groups, accompanied by the kinds of severe problems of migrant workers, "Labor Shortage", "Tide", "migrant workers pay talks" an important social event in the recent years reflects the importance of the problem of migrant workers in the economic and social development.By learning from the labor transfer theory of development economics and basing on the use of cost-benefit analysis framework, we think the new generation of migrant workers as a "rational" behavior of decision-making body, analysis of the new generation of people of migrant workers, through the perspective of new farmers and workers transferred the mechanism of the behavior of the public, reveal that migrant workers into the system causes of the lack of people’s behavior, according to internal requirements and external constraints for the generation of migrant workers into selected based on people’s behavior.The main content of this study:(1) The theory of generation of migrant workers. First of all, defined the concept of migrant workers, the new generation of migrant workers, the public, a clear scope of the study; Second, the characteristics of the economic behavior of the new generation of migrant workers and the public the reality of the plight of analysis on the basis of the definition; Third, the present study the theoretical model and the theoretical assumptions to arrive at the decision-making in the public behavior of a generation of migrant workers in the dual constraints of the public will and public capabilities.(2) Cost-benefit analysis of the new generation of people of migrant workers. On the basis of the actual statistics, accounting urban net income and rural net income (the people of the opportunity cost), come to the new eastern, central and western regions of the new generation of farmers the people of the net economic benefits of size, to reveal at this stage the new generation of farmers workers face the public costs and benefits of the status.(3) Public non-economic factors of the new generation of migrant workers. In practice, the behavior of decision-making of the public of the new generation of migrant workers to receive social integration in urban, urban and rural environment and differences in non-economic factors, through the analysis of non-economic factors of the new generation of people of migrant workers from the perspective of the non-economic power and resistance.(4) Through the generation of migrant workers to the public the benefits and costs to measure and compare, to analyze the factors restricting the benefits and costs of proposed new generation of migrant people ideas, and thus designed to promote a new generation of migrant workers into the public institutional framework and policy recommendations.
