| Under the back ground of new urbanism, the report to the 18th National Party Congress set a target about promoting rural migrant workers become real urban citizens. In general, whether rural migrant workers could transfer into urban citizen is one of the key factors for new urbanization. Besides that, large migrant groups widely distributed across all industry sectors, whether they can really settle in cities and get citizen identity is related to stable development of all sectors. Under the back ground of rural-urban dual structure, it is easy for rural migrant workers to find job in urban area, but hard for them to get citizen identity. The vast amount rural migrant workers could not effectively citizenry transfer and survival at the edge of urban and rural areas for a long time are not conductive to economic development or to social stability. So promote rural migrant workers affectively citizenry transfer will contribute a lot to fulfill national urbanization strategy, rural-urban integrated development and the stable development of national wide economy.Realize rural migrant workers’ citizenization is an effective way to solve the problem of rural migrant worker. Under the back ground of new urbanism, this research starts with defining the rural migrant workers’ citizenization, the cost of citizenization and so on. This thesis analyzes urbanization theory, cost-benefits theory, dual economic structure theory, population migration theory and interpret Chinese rural migrant workers’status from development scale, development pace, development area and structure. Problems and barriers of rural migrant workers’citizenization are analyzed from both institutional and non-institutional aspects. This thesis focuses on defining the connotation and establishing model of net benefits of rural migrant workers’ citizenization. As the impact factors of net benefits of rural migrant workers’ citizenization, the gap between rural-urban labor welfares and social security as well as rural-urban dual consumption benefits, are also analyzed. This thesis establishes private benefits model of rural migrant workers’ citizenization and does empirical analysis for the benefits of rural migrant workers’ citizenizaiton through the gap between rural-urban revenues and welfares. This thesis also establish private cost model of rural migrant workers’citizenization and analyzes the cost of citizenization empirically through the gap of rural-urban welfares and the balance development of rural-urban areas. This thesis evaluates the balance point between cost and benefits of rural migrant workers’ citizenization and analyzes the its promoting effectiveness for urbanization. The aforementioned analyses are the basis for final results. Finally, basing on comprehensively analysis about related theory, international experiences as well as China’s character, this research proposes some theory basis and countermeasures for rural migrant workers’ citizenization in China.This research contents eight parts:First part is the introduction. This part introduces the background, significance of ideas, research methods, literature review, innovation and shortcomings of this research.Second part is the theory basis of this research. In this part, related concepts are being defined firstly, which include the concepts for citizen, citizenization, rural migrant workers’ citizenization and the cost of citizenization. After that are the basic theories for this research. Basic theories of this research include urbanization theory, cost-benefits theory, dual-structure economy theory and population migrant theory. Classical population migrant theories are also introduced. Such as Todaro model, "demographic flows changing" five phases theory, the "push-pull" theory, Lewis’s dual economic theory, Williamson’s theory of regional imbalances and gradient theory.Third part is development status and problems of rural migrant citizenization. This thesis chooses three aspects, development scale, development speed and development area and structure, for analyzing. This thesis uses total number of migrant workers, the age structure, gender structure, development pace, education degree, training opportunities, mobility area, major industries, the average monthly benefit, cost of living, accommodation status and social security participation rates and other indicators to reflect the degree of the peasant workers’citizenization and level. This thesis elaborates the problems of rural migrant workers’citizenization through non-institutional aspect analyzing as well as institutional analyzing. Non-institutional aspects include age disparities and gender disparities of different areas, regional mobility features, education degree and occupation mobility features. Institutional aspects include household registration institute, employment institute, social security institute and housing institute.Forth part is the calculation model of private net benefits of rural migrant workers’ citizenization. This thesis focuses on defining the connotation and choosing indexes and parameters for establishing model of net benefits of rural migrant workers’ citizenization. As the impact factors of net benefits of rural migrant workers’citizenization, the gap between rural-urban labor welfares and social security as well as rural-urban dual consumption benefits, are also analyzed.The fifth part focuses on establishing private cost model and calculating private cost. Firstly, this thesis defines the connotation of private cost of rural migrant workers’ citizenization. Basing on choosing indexes and parameters, this thesis establishes private cost model of rural migrant workers’ citizenization and analyzes the cost of citizenization empirically through the gap of rural-urban welfares and the balance development of rural-urban areas. The impacts of rural-urban dual labor welfares to citizenization cost are also calculated.The sixth part focuses on establishing private benefits model and calculating private benefits. Firstly, this thesis defines the connotation of private benefits of rural migrant workers’ citizenization. Basing on choosing indexes and parameters, this thesis establishes private model of rural migrant workers’citizenization and analyzes the benefits of citizenization empirically through the gap of rural-urban welfares and the balance development of rural-urban areas. The impacts of rural-urban dual labor welfares to citizenization benefits are also calculated.The seventh part focuses on net benefits of rural migrant workers’citizenization and analyzes the its promoting effectiveness for urbanization. First, this thesis calculates net benefits of rural migrant workers’ citizenization. Second, analyzes the promoting effectiveness of net benefits of rural migrant workers’ citizenization for urbanization.Final part includes research results and policy countermeasures. |
