Research On Comprehensive Evaluation Of The Demonstrative Regions Of The New Countryside Construction In Sichuan Province

New countryside construction is an important task of our country’s modern society’s processing. The government of Sichuan actively implements the Party Central Committee’s demands, closely around the policy of "the production development, affluent life, rural civilization, the clean village, management of democracy" to build new countryside. In September2009, the government of Sichuan made the important decisions, which supports for developing modern agriculture to advance the construction of the demonstrative regions of the new countryside. In order to fully play the driving role, selected typical area to build demonstrative regions of the new countryside, and fixed on fifty province-level and ten whole county advance country-level demonstrative regions of the new countryside construction. After several years of development, the new countryside of Sichuan province has made phased achievements. According to the provincial government’s plan, the first round of the demonstrative regions of the new countryside construction ended in2012, the second round of the demonstrative regions of the new countryside construction would soon begin, so it becomes an urgent problem to solve how to evaluate the achievements of the demonstrative regions of the new countryside construction.Based on mastering the studying document at home and abroad and comprehension the connotation of the new rural construction, around the overall general target, according to certain principles and standards, through the combination of analysis approach and comprehensive approach, selected indicators, and in accordance with the current status quo of the new rural construction, the paper sets up the evaluation index system of the demonstrative regions of the new countryside construction in Sichuan Province, including30quantitative indicators. Then the paper sets weight of various indicators by AHP, besides it introduces synthesis evaluation method which this article uses to evaluate the level of the demonstrative regions of the new countryside construction. On this base, the paper calculated the score and rank of the level of50counties and cities in Sichuan for building the demonstrative regions of the new countryside, and the score and rank of various areas in five subgoals of the production development, affluent life, rural civilization, the clean village, management of democracy. What’s more, the paper divides the50counties and cities in Sichuan into four categories by using Hierarchical Cluster Analysis to cluster. At last, summarized the conclusions, and proposed five-point proposals and advices to advance the demonstrative regions of the new countryside construction. First, giving full play to the farmers’ principal status in the demonstrative regions of the new countryside construction. Second, fostering the new main body of agricultural and new farmers. Third, innovative the investment and finance mechanism. Four, promoting the corrdinated development of rural economy and ecological environmental protection. Five, corrdinating urban and rural development and regional development.
