Research On The Performance Appraisal Of Agricultural Standardization Demonstrative Base’s Construction

Agricultural standardization is one of the hot topics at present; it is related to the industrialization and modernization of agriculture, food security and international trade of agri-foods etc. Agricultural standardization demonstrative base, as agriculture standardization carrier, aims to promote farmers to increase income, to improve farmers’ science and technology quality, to develop industrialization, to improve the production environment by agricultural standards and technology extension. Because of low added value of agricultural products and the existence of the small-scale peasant economy and farmers’low quality; agricultural standardization demonstrative base’s economic benefit is facing many problems. Studies have shown that, evaluated agricultural standardization demonstrative base construction performance is the problem must to be discussed on the existence and the development of agriculture standardization demonstrative base. As the huge production subject of agriculture standardization, by using farmers as research object can be a good indication of the base economic performance to some extent. Therefore, this article analyzes the economic benefits of base at first; then builds the performance evaluation index system of agricultural standardization demonstrative base and evaluates vegetables standardization demonstrative base’s construction performance, and has significant theoretical and practical significance to develop the agricultural standardization work.This paper taking16vegetables standardization demonstrative base of Chengdu and151households of farmers in six districts as samples, through the interview and questionnaire investigation, researches the performances of agricultural standardization demonstrative base construction. The main ideas are concluded in this research:(1) This paper analyzes the basic condition and economic efficiency of agricultural standardization demonstrative base’s construction and operation;(2) This paper analyzes the condition and economic efficiency of farmers’ participation in agriculture standardized production;(3) Author builds the performance evaluation system of agricultural standardization demonstrative base, and uses the method of fuzzy comprehensive evaluation based on entropy weight to evaluate.Through analysis, the paper reached the following conclusions:(1) According to the standardization system, agricultural standardization demonstrative base uses the unified management methods to management, has a obvious effect on the construction and operation. But Agricultural standardization demonstrative base’s construction scale is small, and its existence and development mainly rely on government support,and the policy support is less on standardized technical training, new technology test and so on, the subsequent management is weak. The quality and brand of production in agricultural standardization demonstrative base are better, but the radiation effect is not obvious;(2) Agricultural standardization demonstrative base’s economic efficiency is not obvious;(3) Participating in the agricultural standardization, the farmers’standardized acceptance level is higher, but is lack of agricultural standardization understanding; Farmers think that joining in standardization production has more economic effect;(4) Standardized promotion, soil improvement, standardization planting technological exchange have large effect on the performance of agriculture standardization base, production environment change on its performance contribution is small;(5) In the performance evaluation of classification on agricultural standardization demonstrative base construction, the differences of different level base is small; the performance of the base by "Agricultural association+base+farmer" and "cooperatives+base+farmer" operation mode is better; three spheres agricultural standardization demonstrative base performance is better than two spheres area county in Chengdu.According to the conclusions, the author provides some policies and suggestions, such as continue to strengthen the support of agricultural standardization demonstration base, enhance follow-up management of the base; build and perfect he interesta bind mechanism, ensure base have a good economic benefit; strengthen the brand building of agricultural products and broaden the base of agricultural products sales channels; increase the standardization of propaganda, to ensure that standardization has been carried out; promote the communication of farmers’production technology, improve farmers’ production quality; actively promote the economic cooperation "organization+base+farmers" mode of operation, manage and guide the enterprises and agricultural associations.
