The economic development speed of our country is very fast with China’s reform and opening-up. And it is close to the hard work of people. However, do we neglect our health when we are immersed in the work,? Sports not only can improve the physical quality, but also release our pressure. Obesity has become a major trend in China. Sports is becoming a scientific way to lose weight. Because of the differences in age, economic ability and education level of different groups, the public demand for public sports service is diversified. In the face of the diverse and huge demand for sports, it is not enough to rely solely on the government, which is a good choice for the government to buy sports social organizations. But the problem purchase reveals sports social organizations of public sports services is greater than the achievement. Government procurement of public sports services is seldom practiced in poor provinces and rural areas. Legal and institutional construction is not perfect. The professional skills of organization staff are not high and so on. In general, government procurement of public sports services is still in the preliminary exploratory stage, and it needs promotions of the practice and theory.The first chapter is the introduction. At first, this paper introduces the background and significance of this study, and then summarizes the relevant research results, and finally points out the innovation and shortcomings of this paper. The second chapter is the theoretical basis of government purchase of sports social organizations public sports services. Firstly, it defines the concept of sports social organization, public sports service, government purchasing public sports service from the sports social organizations. Then the article explains the theoretical basis for the purchase of public sports services from the new public management theory and the new public service theory and governance theory. Finally, the analysis of the feasibility of government involvement in sports social organizations in the purchase of public sports services from two perspectives:the driving force and the value orientation. The third chapter is the analysis of the status quo of the government purchase of public sports service from the sports social organizations. First of all, this paper introduces the historical evolution of the government purchase of sports social organizations from the beginning of the founding of the PRC. Then this paper explains the practice of the government purchase of sports social organizations in public sports service combined with the specific case of Changzhou. At last, it points out the problems of the government purchasing of public sports service in China. The fourth chapter is the experience of the developed countries’ government purchasing public sports service. First of all, it analyzes the purchase mode of the developed countries, the contract purchase mode and the mode of the subsidy purchase. Contract purchase mode can be divided into the purchase mode of the bidding contract and the contract purchase mode. Subsidy contract purchase mode can be divided into the mode of the producer and the consumer of the subsidy. Then this paper summarizes the experience of the United States, Britain, Germany and points out the enlightenment to our country. Finally, this paper illustrates the existing problems. The fifth chapter is the government’s policy suggestions for the purchase of public sports services from the sports social organizations. Firstly, this paper introduces the principle of government purchase of public sports service from the sports social organizations. Then this paper clarifies the role of the government. Then the paper puts forward suggestions from the government, the sports society organizations and the public. The government should improve the relevant laws. The government should increase financial investment and broaden the financing channels. The government should improve the supervision and evaluation mechanism. And the government should cultivate the development of sports social organizations and activate the competition mechanism. Sports social organizations should improve the professional quality of staff. Sports social organizations should enhance their independence and their social credibility. We should exert public supervision power and establish a long-term mechanism for volunteer service. At last, the paper put forward the mating measures.
