Innovation Research Of Economic Development Zone Management Mode In China

The Economic Development Zone is a new thing in China’s reform and opening up, it’s also the banner of China’s modernization period. It’s the experimental field as China’s reform and opening up, and the vanguard of economic development for the Chinese economy towards industrialization and modernization, internationalization has played an important role in the engine and leading role. After30years of trials and hardships, and the development of innovation, the development zone has become a hot spot for investment of China’s most dynamic, and now, for the realization of the goal of industrialization, urbanization, and the whole year of building a well-off society in China the development zones are playing an unprecedented vigor and vitality towards a new glory. However, with the changing economic situation in China and the world, especially in the face of economic globalization and the international financial crisis, as well as the domestic industrial structure adjustment, the economic development of the majority of domestic development zones remains stagnant or slows down, especially the District management model receiving challenges from all sides. Therefore it can be said that the Economic Development Zone Management Mode Innovation has great oretical and practical significance.The object of study in this thesis is Shandong Mingshui Economic Development Zone. On one hand, since its inception in December1992, it has made brilliant achievements after20years of development. On the other hand, there still exist many problems in its management system, such as lack of legal status, the unsmoothness of administrative management system, the dislocation of the internal running mechanism and the backward cadre of personnel system. This management model can not fully meet the requirements of economic development.With China’s economic development zones as an entry point and Shandong Mingshui Economic Development Zone as the target of the study, this paper focuses on the research of the administrative management system of Mingshui Economic Development Zone on the basis of learning and absorbing the advanced management theory from home and abroad and combining domestic advanced development zone of Tianjin Binhai New Area development experience.The paper researches the innovation and development mode of the Mingshui Development administrative system by revealing the evolution of the administrative system of Development Zone. Moreover, it shows the suitable administrative system for the Mingshui Development Zone aimed at the problems existing in its administrative system.Its structure is divided into five parts:Part Ⅰ is the introductory; Part Ⅱ is theoretical research of the development zone development and management is mentioned; Part Ⅲ refers to the analysis of the present situation of the management system of Mingshui Economic Development Zone, including the present situation of the development and the management system of Development Zone; the fourth part includes the analysis of the advantage of the management system, the problems and causes of Mingshui economic Development Zone and the empirical analysis of China’s development zones management system innovation combined with the dominant economic function mode in the Tianjin Binhai New Area, Observing the new mode in Guangzhou Development Zone (Luogang District) as well as "institutional one" mode in the Qingdao Development Zone.; the fifth part is innovation countermeasures against the existing problems in the Mingshui Economic Development Zone Management system are put forward. Last but not least, summarize the conclusions of the full text and look forward to the direction of future research.Through research, the author brings up some solutions to a series of problems in the management of Mingshui Economic Development Zone, including:innovating management concepts to provide a solid ideological guarantee; promoting innovation in the legal system to create a favorable legal environment; advancing management system innovation to improve administrative efficiency; promote industrial upgrading mechanism innovation to seize the commanding heights of international industry; promote investment mechanism innovation to enhance the level of resources gathering; promote the innovation of independent innovation incentives to enhance core competitiveness; promote the talent mechanism innovation and build innovation entrepreneurial talent Heights; promote win-win cooperation mechanism innovation, and enhance the ability to integrate resources.
