With the development of economic globalization and the international food trade, food safety issues are increasingly subject to the attention of governments of many countries. China’s food safety is facing unprecedented challenges as a result of the deepening of reform and opening up and the progress of the society. In recent years, the frequent occurrence of food safety incidents leads to the majority of consumers’ mistrust in food safety. Dealing with food safety issues, people realize that monitoring and early warning is the effective way to prevent and control food safety issues. At present, China’s monitoring and early warning system for food safety is far less than the developed, which makes its food safety become a major obstacle to building a harmonious society.The modern food safety issues are related to the food safety control of all the links that from the farm to the table, and problems of any one of the links could lead to serious food safety incidents. To implement food safety monitoring and early warning should be from the perspective of the entire food supply chain. Therefore, based on the theoretical study of food safety and food supply chain and monitoring and early warning theory and system for food safety, a framework for risk monitoring and early warning system for food safety based on the food supply chain is built.The primary task of the monitoring and early warning for food safety risk is the analysis of risky factors that affect food safety, so as to establish the index system for food safety state evaluation. Based on the analysis of risky factors on the food supply chain and the principles of constructing the index system, an index system for food safety early warning is constructed. Its application method is put forward as well.The monitoring and early warning information system for food safety risk based on food supply chain is further designed, which includes the design of food safety database systems, information monitoring subsystem, early warning analysis subsystem and early warning reaction subsystem. The four subsystems’ combination can effectively reduce possible losses of food safety issues.Based on the above analysis, pork supply chain in Tianjin is analyzed as a case. The early warning index system of the pork supply chain is established, and the Extension Element model is used to conduct research on the safety situation of pork supply chain in Tianjin. Then some suggestions are proposed to construct and improve the monitoring and early warning system for food safety risk in Tianjin.
