Energy is the essential condition of modern human production and living, is material basis of economy and society development, is one of the important factors that affect human living environment.As the optimization of rural agricultural structure adjustment and the improvement of people’s living standards, rural energy consumption has became an important part of energy consumption in our country gradually, with the increasingly environmental pollution, the environmental protection problem has aroused great attention of the society.Biogas as a kind of clean, renewable energy, is one of the four key energy projects developed in rural areas of China currently.In recent years, provincial and municipal biogas construction booming, and medium-sized biogas projects have increased year by year, with the highlighted problem of management and operation of biogas, the traditional mode continues to be impacted.How to choose the right mode of operation and to manage operation of gas stations effectively, to ensure maximum benefit, which is particularly important.Hosted run as a new mode of operation and management, continue to impact management of traditional biogas, bring opportunity for operation and management of medium-sized biogas projects, but because of the novelty of the model currently, although there are broad prospects, market responsiveness still small.Large and medium-sized biogas user’s perception about this model is less, the domestic study of biogas engineering operation management mode is still confined to the operation mode of the past, empirical research of hosted run model is not enough.So whether hosted run mode has certain benefits, the owners how to select the reasonable mode of management for large and medium-sized biogas project, all is very important, this article will further research and analyze.This article first elaborates research overview of biogas project development, meanwhile reviewing the status of the rural clean energy and biogas energy project operation and management, and analyzes the different management service model; Secondly demonstrate the current status of national and Jiangsu province energy project hosted operation, get the prospect and necessity of biogas project hosted run; then discuss the theoretical approach used in the research below, laying a theoretical foundation for the following empirical study;Finally, through above theoretical studies, to do this empirical study based on Nanjing Longba farm biogas hosted run, combining qualitative analysis with quantitative analysis, this article have introduced the cost-effectiveness results of two models including Longba farm biogas hosted run and managed by self, confirmed the economic feasibility of hosted run mode.On the basis of quantitative analysis, further carries on the SWOT qualitative analysis for the hosted run mode, as well as analyzing the interests of all parties under hosted run mode, demonstrating the fasibility of large and medium-sized methane project hosted run and the importance of government involvement; Finally, combined with empirical research, according to the shortcomings existing in the process of biogas engineering construction、operation and management, put forward the reference model and the related measures for our province biogas project hosted run, to provide reference for large and medium-sized methane project hosted run in Jiangsu province rural areas.The main conclusions of this study:(1) review typical empirical research from Nanjing Long Ba farm, to develop the biogas clean energy, can make use of farm animal waste emissions effectively, thereby reducing CQ2 emissions, reduce breeding field emission pollution caused by waste, thereby changing the living conditions of nearby residents; (2) based on field research interviews we can learn, despite farm biogas hosted run operation has a certain feasibility, the mechanism is not mature, efficiency of farm biogas hosted run is not very remarkable, enthusiasm from the owners is not high; (3) through game analysis of stakeholder in the hosted operating mode, find that current government involvement in large biogas implementation hosted run have a great impact.Based on the findings, the study from the perspective of government> owner and enterprise put forward a series of suggestions about implementing hosted run.
