Secondly, comprehensively plan "eight infrastructure projects", to achieve the goals:universal coverage of tobacco water,90 percent of coverage of tractor-ploughing road project,100 percent of baking rate of dense curing barn,100 percent of coverage of seedling facilities, ownership of farm machinery power amounting to more than 15 kw per 6.7 ha of tobacco land, the integration of 11 target acquisition lines in two standardized base unit center,100 percent of cover area of disaster prevention system; Thirdly, plan forms of production organization such as professional investors planting tobacco, establish two comprehensive professional cooperatives serving for tobacco farmers, and adjust basic team configuration by the pattern of 37 ha per person, to establish informatization management system of production business in all process; Fourthly, formulate implementation plan of basic unit, and plan mode of industrial and commercial cooperation; Fifthly, establish a complete production technology solutions to form the standardization technology system, and to improve the innovation systems such as technology innovation, management innovation and service innovation.
