China as the world’s second largest economy, after the reform and opening up with the cheap labor and a stable social environment to attracted a large number of foreign-funded company to china investment and production, but because of the different culture, how to better motivate Chinese employees, make the staff with enterprise common development is a lot of foreign enterprises need to solve the problem!This article first through the literature research to establish effective performance evaluation system of the theoretical basis, then through questionnaire survey and in-depth interviews and other forms of SHF company original performance appraisal system were found out, finally aimed at these problems, according to the early stage of the performance appraisal theory foundation to establish a set of complete and effective performance appraisal system. On the choice of performance evaluation technique, based on the SHF now in the stage of the development of the company chose the balanced scorecard appraisal way, through the four dimensions of the balanced scorecard produced by adopting the method of brainstorming, roundtable enterprise performance evaluation index, and then decompose the departmental level finally break out of the staff performance appraisal indexes of performance evaluation indicators, to assure the consistence of part of the enterprise strategic target and employee goals. On the performance of index weight calculation in this paper, with the simple and practical level sequence method, on the performance indicators of the inspection and the inspection cycle according to the different appraisal of different evaluation project design and appraisal cycle, ensure the fair and scientific evaluation. To optimize design of the successful implementation of performance appraisal system, finally, the paper designs the implementation of the performance appraisal system of safeguards.This article advance in order to achieve the common development of the enterprise and the employees, motivate employees to a great extent, not only in enterprises to carry out staff performance appraisal to performance evaluation, but to the establishment of the performance appraisal system, the enterprise should pay attention to in the system performance index system and establishment of scientific performance appraisal process communication and scientific use of performance appraisal results. This article to the research need to have the same performance evaluation system of the foreign capital enterprise has certain guidance and reference significance.
