After the issuance of 4G licenses, China Telecom has acquired the right to operate in China, and the development of 4G network construction and business will become the mainstream of Telecom work in the next few years. With the increasingly rapid development of information technology, "Internet+" in the development of the national economy is growing in importance, competitor in the development of 4G business is more quickly than any other companies, such a complex and changeable environment prompted China Telecom needs to grasp the dynamic change of its own situation and environment, plan in accordance with enterprise development of scientific, reasonable and effective 4G business development strategy.On the basis of enterprise strategy management, this paper has made the analysis and evaluation method of strategic management by consulting various domestic and foreign documents and according to the actual situation. Among them, using PEST model and Porter’s five forces model for analysing respectively to the enterprise macroscopic environment, industry environment and identifying various external strategic factors,using AHP method to construct pairwise comparison matrix to obtain the weight of various internal and external strategic factors, using internal and external factor evaluation matrix to evaluate internal and external environments of enterprise, using SWOT method to carry out strategic analysis and come to the strategic plan, using quantitative strategic plan matrix to determine the business development strategy. Finally, it formulates the Strategy implementation strategy and control plan of Strategy implementation. The method can effectively improve the control feasibility of enterprise strategy formulation and strategy implementation, in order to ensure the realization of enterprise target.This paper is based on the analysis and evaluation of the 4G environment in Telecom, it pointed out that Z Telecom should insist on carrying out of market-oriented strategy, making full use of its resources, reforming it system, trying hard to create a excellent network, enhancing the user’s perception constantly for establishing a good market reputation, so that it win the success in the final fierce competition. Beyond that, researching methods and results of the paper contribute to ascension credibility of plan and ability to respond to environmental changes so that it can reduce the risk faced by enterprises, and it also has certain guiding significance to other enterprises and industries.
