The Research And Application Of Strategic Environmental Assessment On Industrial Structure Adjustment

This paper studied about the strategic environmental assessment(SEA) of the industrial structure adjustment in policy level. The totaltarget was set as the environmental sustainable development, andevaluation index system frame was established according to the “Three-subsystem and four-layer DSR” model. Index system was reasonablyestablished through scientifically indexes selection. Environmentalsustainability assessment model was set up using the grey relationshipanalysis. Then set Shanghai as a case to evaluate its development duringthe year of2010,2011,2012,2015, and2020. There were monitoringassessment, which was applied during “the12th Five-Year Plan”, andpredictive assessment, which was applied to evaluate the industrialstructure adjustment in Shanghai up to2020. The result was showed byquantized environmental sustainability level. It indicated that the policiesof industrial structure adjustment are in line with the sustainabledevelopment strategy, and the trend of the sustainability index waskeeping rising. However the government should pay attention duringtransition period to avoid the coming social instability. And it shouldn’tonly stare at the increasing rate when assessment. What’s more, thegovernment should be close with our country’s development goals andShanghai’s superiority to seize the opportunity and the internationalsituation, which means by2020, Shanghai will be completed basic goals,and become the socialist modern international metropolis with economicprosperity, social harmony and beautiful environment.
