| How to colligate and draw lessons from the thoughts and methods of the existent project environment impact assessment and strategic environment impact assessment to estimate the comprehensive land-use planning environment impact scientifically and objectively, and how to adopt corresponding mitigation measures and substitution schemes according to the assessment results in order to nip in the bud to overcome the environmental problems occurred in the last comprehensive land-use planning and realize the sustainable use of land are theories and practical problems which need to be resolved earnestly at the present comprehensive land-use planning and important acts in the construction of a friendly society. The thesis is based on these backgrounds and demands to make systematic research on the comprehensive land-use planning environmental impact assessment.Based on analyzing the assessments and related theories in China and abroad, this thesis discusses the public participation in the environmental impact assessment of land use, focusing on the methods, process and main content in the environmental impact assessment of land use. On the base of early assessment of the aims and schemes, the index system of the environmental impact assessment in land use is formed; Through the assessment of the proposal schemes and substitution schemes, the optimum scheme are screened out, and the mitigation measures in favor of environmental impact assessment in land use are brought forward as well. |
