The Bidding Evaluation Method Study Of Material Procurement In Petrochemical Engineering Based On AHP

As the country and even the international community pay more attention to domestic petrochemical production unit in environmental protection, energy saving and energy efficiency aspects put forward the higher request, As the domestic well-known enterprise that in the field of petrochemical engineering construction, N company on the one hand, feel the unprecedented pressure of competition, on the other hand to provide engineering services for cost control are urgently needed in the process of reform. In the control of engineering cost, procurement cost occupying the important position that can’t be underestimated, the procurement approach would become decided to purchase cost of handfuls of "the sword of Damocles", scientific and reasonable evaluation method to save procurement funds and at the same time improve the quality of the engineering procurement and project reputation.As the beginning of this dissertation is the simple introduction for the domestic petrochemical engineering projects, the project material purchasing and the background of this approach in the engineering material purchasing (mainly the bidding procurement) in the important role. Considering the relevant projects and the domestic and abroad researching situation and developing trends to the bid evaluation methods, using the Analytic Hierarchy Process (AHP) and mathematics theory knowledge, combining the actual situation of the projects, take the PE project for company S as an example. Proposed by adopting the combination of qualitative analysis and quantitative analysis method, according to the actual project and company S requirements, the study tried to integrate the best bid evaluation measures. Through the represented by polyethylene olefin domestic petrochemical engineering project material purchasing of bid evaluation method study, according to its concluded judgment model, we can made the highest cost-effective tender to win the bidding competition. At the same time, for some special projects of material procurement which has specific requirements, this dissertation tried to develop more scientific and more practical bidding evaluation methods.
