This subject is from research when auditing the twelfth five year energy-saving plan of some province. According to requirements of our country, the object of this province is to reduce unit GDP energy consumption to 16% at the end of 2015 on the basis of number in 2010.Calculating through analytic hierarchy process and testing through clustering methodology, this thesis sets up a set of reasonable index decomposition method, which can further be used to decompose energy-saving target in area of different levels and has reference significance.In order to realize this target, first we should decompose the target into different cities and various kinds of industries of that province. Then, this thesis tries and manages to decompose and calculate target of the twelfth five year energy-saving by analytic hierarchy process in order to make result reasonable, just and insure its completion.According to practical situation of this province, energy-saving task can be allocated into four kinds of areas. The first kind of area is of high level in energy consumption and economic development, which has great potentiality in energy-saving, up to 18%;the second kind of area is of high level in energy consumption, with upper middle economic development level and 17% energy-saving potentiality; the third kind of area is of lower level in energy-saving with medium-level economic development and only 16% energy-saving potentiality; the fourth kind of area has the lowest energy consumption, with backward economy and the lowest energy-saving potentiality of 12%.The result concluded form cluster analysis of energy-saving target in fourteen cities fundamentally reflects practical situation of that province, which can be divided into five categories, the first kind of area has the highest GDP of that province perfect infrastructure and reasonable industrial structure; the second kind of area is of kind of traditional industry, developed in the secondary industry and similar in industrial structure, the third kind of area has balanced development; the fourth kind of area develops slowly in regional economic and has lower energy-consumption; the fifth kind of area is tourist city, developed in the tertiary industry, and similar in industrial structure.Difference between these two methods lies in analytic theory: clustering methodology emphasizes similarity and analytic hierarchy process is from qualitative calculation to quantitative calculation, while the results of these two methods are alike.
