| Under the conditions of market economy,government procurement plays a pivotal role in the field of "market failure" and is of great significance to national economic development.With the continuous expansion of the scale of government procurement in my country,the government procurement agency industry has developed rapidly,and a large number of social intermediary procurement agencies have emerged to be responsible for the decentralized procurement business in government procurement.In2014,the Ministry of Finance launched the reform of “delegating power,delegating power,regulating services” to procurement agencies,canceling the qualification approval system,lowering the entry threshold for the government procurement agency industry,uneven agency levels of procurement agencies,and lack of integrity in practice,resulting in increased procurement agency risks.The modern economy is a credit economy based on intricate credit relationships.In view of the lack of research on the credit system of government procurement agencies in Shandong Province and the lack of industry systems,the credit management system for procurement agencies has not yet been established.In this context,it is urgent to take credit evaluation as the starting point to establish a credit evaluation system for purchasing agencies to supervise and regulate their behavior,which can not only improve agency efficiency,ensure agency quality,and improve their own credit level,but also help the government to purchase agencies.Provide help and guidance for selection,supervision and assessment,further reduce the risk of procurement agency,and improve the level of government procurement.This paper takes the government procurement agency of Shandong Province as the research object,and takes credit evaluation as the starting point to conduct a credit evaluation research on the government procurement agency of Shandong Province.Firstly,the related concepts of government procurement and the financial connotation of credit evaluation are expounded,the research results of domestic and foreign government procurement and credit evaluation of procurement agencies are sorted out,and the principal-agent theory,information asymmetry theory and credit evaluation theory are discussed;Secondly,it analyzes the current situation and characteristics of government procurement agencies and their credit evaluation in Shandong Province,introduces the construction of the credit evaluation system of procurement agencies in some cities and some construction achievements in advanced provinces,and provides support for the construction of the following index system;Thirdly,combine regional practice with theoretical analysis,learn from relevant policies and regulations,and conduct interviews with experts.At the same time,in view of the extensiveness and easy availability of public credit information,use public credit information to expand the dimensions of indicators,from the enterprise quality of procurement agencies,agency performance,agency quality,management ability and public credit record five aspects to build a credit evaluation index system for government procurement agencies in Shandong Province,through the expert questionnaire and the group decision-making analytic hierarchy process to aggregate the weight results of 50 experts for group decision-making.Relatively objective index weight,on this basis,a credit evaluation model based on VIKOR method is constructed,and index scoring standards are set according to relevant policies.the evaluation index system and evaluation model are applicable to the credit evaluation ranking of procurement agencies,and the evaluation results are scientific and reasonable and have certain stability;finally,some policy suggestions are put forward to improve the construction of the credit system of government procurement agencies in Shandong Province.It has certain reference significance. |
