In recent years, with the rapid development of new urbanization and advancement of small city cultivation, there are much larger scale of social and economic activities to carry on the limited land space and more prominent contradiction among population,resources and environment. Therefore it’s a task of primary importance that land comprehensive carrying capacity of small-scale evaluation unit is evaluated and analyzed by constructing evaluation index system to reveal it’s spatial difference and constraints and to explore the effective measures to improve it.As the typical natural terrain where new urbanization and small city cultivation develops rapidly, Hang-Jia-Hu plain is chosen as the research area. By building evaluation index system conations the index of cultivated land quality, bearing strength of available construction land and turnover volume of highway freight traffic, and dividing evaluation units into township level, the land comprehensive carrying capacity of research area is evaluated and analyzed. Based on the analysis on characteristic and degree of spatial differences of land comprehensive carrying capacity and its subsystems’ carrying capacity of assessment units, the study uses Hierarchical cluster analysis to classify evaluation units into different types, identifies restrictive factors, and gives the suggestions to improve the land comprehensive carrying capacity at last.The main research conclusions are as follows:(1) In order to reflect the level and differences of land comprehensive carrying capacity objectively and adequately, it should break the administrative regionalization limit to establish evaluation index system of land comprehensive carrying capacity for different natural terrain. Through evaluation with index system taking into full account cultivated land quality,development and construction intensity, trading level and geological hazard, it turns out that social-economic carrying capacity is subject to water and land resources carrying capacity which is a key determinant of land comprehensive carrying capacity,and is distinct different from evaluation units.(2) The research of land resources carrying capacity at township level contributes to an intensive reflection of spatial differences, and its results are more valuable for popularization and application. In Hang-Jia-Hu plain, there are little differences among the land resources carryingcapacity at county or district level, however there are great differences among evaluation units at township level in the same county or district.(3) On the basis of the evaluation results, it’s helpful to develop targeted strategies by dividing regions according to land comprehensive carrying capacity and analyzing the factors restricting capacity level. The land resources carrying capacity of almost evaluation units are mainly restricted by water and land resources, and restrictive factors of each subsystem of land resources carrying capacity are various in spatial. Therefore, in order to increase land resources carrying capacity in Hang-Jia-Hu plain, the level of intensive utilization of construction land and utilization efficiency of water resources should be improved, cultivated land production capacity should be protected, the industrial structure should be optimized, strategic emerging industries should be developed,transfer of population and the industry acceptance should be carried out orderly, land subsidence should be prevented, and water environment and atmosphere environment should be improved.Altogether, supports on important plannings and decisions relevant to improvement of Major Function Oriented Zone Planning, optimization of regional land development scale and layout, regional industrial distribution and designation of the red line of ecological protection area can be provided by evaluation and analysis on land comprehensive carrying capacity at township level.
