With the development of global economic integration, enterprises are facing more and more market competition pressure, the importance of enterprise performance management is becoming more and more important. Under the influence of market economy, China’s state-owned enterprises gradually pay more attention to the performance management, and have achieved no small achievement. In our country’s special tobacco industry, with the release of the market more and more high, consumer demand is becoming more and more personalized, tobacco commercial enterprises are facing more intense competition environment. How to choose the appropriate performance management tool for management, the use of the performance management system to achieve the future of the enterprise goals, tobacco industry managers become a problem to be solved.But due to the tobacco enterprises of our country for a long time receive special protection, institutional and historical reasons makes tobacco commercial enterprise "mess" thought still exist, the performance management of the enterprise is still in the exploring stage. Many tobacco commercial enterprise departments and positions of the division of labor is not reasonable, company efficiency of internal coordination and external customer satisfaction is not high from beginning to end, tobacco commercial enterprise performance management work is not very ideal. Therefore, under the new situation, tobacco commercial enterprises by analysis of the internal and external environment of the organization, understanding of employee and consumer demands, study and formulate a performance appraisal management system to enable the organization’s strategic development goal of landing, for the tobacco enterprises improve their performance has important practical significance. Can meet the business needs, but also to improve the quality of staff and customer satisfaction, but also to comply with the trend of China’s tobacco system reform.Inadequacy of this paper based on the present situation of the performance management system of B City Tobacco Monopoly Bureau (company), combined with the enterprise the new strategic development plans and objectives, through the in-depth analysis of enterprise performance appraisal and extensive solicitation of opinions and suggestions of employees, combined with a balanced scorecard performance examination method, the new performance management method is introduced to the B city tobacco company in the process of performance management, set up a scientific financial, customer, internal process, learning and growth of four aspects of objectives and targets, and to further clarify the subdivision index. Through the experiment of performance appraisal, method of performance appraisal of the implementation of the new process optimization, clear further improve the direction and methods, and constantly improve the B City Tobacco Monopoly Bureau (company) the performance appraisal management system.The innovation of this paper is constructed based on Balanced Score Card of the tobacco commercial enterprise performance appraisal index system and management process, performance evaluation index and the company’s strategic development goals and the combination, on the strategic map oriented, with the balanced scorecard card goals of various levels in order to guide, to determine a reasonable assessment indicators of the various departments, effectively avoid disconnection between strategic objectives and performance management of the enterprise, to B City Tobacco Monopoly Bureau (company) to explore new performance management appraisal system laid the basis of adherence.
