The employee incentive is an effective way of management which runs through the whole Human resources management process. Incentive is to stimulate people’s motives, and arouse people’s enthusiasm for work process. Incentive is not only one of the core of leadership, but also an effective way to control employee. Incentive mechanism is institutionalized incentive. In general, the incentive mechanism is the sum of structure, way, relation, and evolution rule in the organization system in which incentive subject system using a variety of incentives and make it standardized and relative immobilized, and interact with incentive object.For a business organization, human resource is the sum of physical and mental which have contribution to value creation effects and can be used by the organization. The establishment, implementation and optimization of incentive mechanism is around the human resource management. Incentive mechanism optimization mainly involves Content incentive theory, Process incentive theory and Behavior modification incentive theory. On the basis of reviewing basic incentive theory and practical application, this paper has analyzed the establishment and application of incentive mechanism in various kinds of incentive theory and human resource management and discussed the basic operation, the staff feedback and shortcomings of incentive mechanism used by GC rural commercial bank under the current economic environment From the perspective of historical evolution and objective constraint. Using the methods of questionnaire survey analysis, the paper has analyzed the application of incentive mechanism from the perspective of the basic personnel system, system of job analysis, personnel selection system, compensation system, performance management system, training development system, enterprise culture and so on. And by comparing with that of the sample enterprises, this paper has summarized the deficiencies of incentive mechanism in human resources management used by GC rural commercial bank.The paper emphatically analyzed the embodiment and application of the incentive mechanism in performance-, compensation management and enterprise culture. Afterwards, this paper put forward the general improvement ideas and optimization program of incentive mechanism used by GC rural commercial bank. On this basis, this paper further proposed the guarantee measures of optimization program. The key is to have the idea of long-term incentive and combine the long-term incentive with the short-term incentive. The one is to reengineer in Employee needs and produce personalized incentives to reflect the different needs of different individuals.The second is to enrich the incentive method, produce diversified incentives and pay equal attention to material rewards and spirit award, Internal and external compensation. The third is to strengthen communication to improve staff belonging to the organization using the emotional management and further to increase the titer of the certain result.
