Recently, the imbalance development of economy between the eastern region andthe central and western regions of China is becoming increasingly severe. Creatingthe conditions to undertake industries of the eastern region effectively by the centraland western regions of China is an important way to change this unbalanced posture.The human resource, as the first resource of socio-economic development, is the basicconditions and fundamental constraints for central and western regions’ undertakingindustrial transfer. Therefore, deeply investigating human resources’ influence oncentral and western regions’ undertaking industrial transfer have an importanttheoretical and practical significance.Firstly, based on summarizing existing theoretical studies, this paper clarifies theresearch’s entry point and ideas framework. Secondly, this paper explains the theoryof region human resources and industrial transfer. Meanwhile, it investigates themechanism of regional human resource’s influence on central and western regions’undertaking industrial transfer. Then based on index design and calculation of the data,this paper analyzes the current situation of human resources and central and westernregions’ undertaking industrial transfer from dimensions of time and space. After thenbased on the existing theoretical foundation, this paper selects the relevant China’s31provinces panel data from2002to2011, and empirically analyzes human resources’influence on central and western regions’ undertaking industrial transfer makingmanufacturing as the industry representatives. At the same time, this paper makesindustry divided into labor intensive industry, capital intensive industry andtechnology intensive industry, and empirically analyzes human resources’ influenceon undertaking these three different types of industries’ transfer. The results showedthat the quantity and quality of human resources in central and western regions aresignificantly related to undertake industrial transfer; from the aspect of different typesof industries, vocational education of undertaking region is the main force toinfluence undertaking labor-intensive industries’ transfer and innovation humanresources of undertaking region have obvious positive effects on its undertakingcapital-intensive industries and technology-intensive industries’ transfer. Accordingto the conclusion, we put forward to a targeted policy recommendations made toimprove level of human resources in central and western China in order to attractindustrial transfer, which include: establishing the concept that human resource is thefirst resource; increasing the number of human resources in the central and western regions; improving the quality of human resources in the central and western regions;optimizing human resource structure in the central and western regions; giving fullplay to human resources value; contributing to a virtuous cycle between industrialtransfer and human resources...
