Study Of The Standard Compensation For The Requisition Of Rural Land

Governments consider many kinds of factors when they are going to take over the using of the construction of city and infrastructure,including land department,land yields,land use,the quality of agricultural land,per capita arable land area,the supply and demand of land market,the situation of economic development, the per capita income of urban residents and location.These factors can help governments figure out a specific number.That is the standard compensation for the requisition of rural land. This method of calculation has played a guiding role in the working of compensation for the requisition of rural land.However,it comes out many problems in the process of practicing,such as single form,low standard,being inconsistent with the needs of farmers.The towards of national policy is very clear,which indicates the standard level of compensation will certainly be improved.But the degree of increase is uncertainty because it depends on the different circumstances of different regions. Land is the basis for the survival of farmers. Expropriation of land need to have clear policies and regulations related. Meanwhile, it should meet the relevant requirements of farmers. Otherwise, the work would not be carried out.This study take Shaanxi province for example,trying to understand the current situation of compensation for the requisition of rural land in this region.Also,the study discuss the problems,the causes, the results, the ways of solving these problems and the method of determining standard compensation in the process of land acquisition problems. Combined with the actual situation,this paper want to design a reasonable compensation mechanism so that stakeholders can get satisfactory results. There would be a balanced state among the people who are related to the requisition of land. Finally, the paper briefly summarizes the practical experience of the Land expropriation and compensation. Futhermore, some policy are proposed for reference.
