With the changes of the external business environment, TY Group is now exposed to more and more pressure and challenges. As one of the wholly-owned subsidiaries of TY Group, TY research institute has adjusted its development strategy accordingly, which put forward new requirements for human resource management. Based on the current situation of TY research institute, the problems existed in human resource management are studied and the corresponding optimization strategies are put forward in the thesis, which have realistic significance for the future development of TY research institute.Based on the analysis of changes of external business environment and the results of interview surveys, firstly, it is defined in the thesis that the adjustment to innovation development strategy under the new situation is necessary for TY research institute, and the human resource management of TY research institute should match the requirement of the innovation strategy. According to the analysis of existed problems and characters of the human resource management, it is confirmed that the present human resource management is mismatched with the new innovation strategy. Secondly, the analysis and evaluation of strength and weakness, opportunities and threats faced in human resource management of TY research institute is also made with SWOT method, and an idea is revealed that the key points of human resource management strategy is to determine the talents support needed, the way to obtain talents, and the effective management of talents. With the comparative analysis of benchmarking enterprise research institutes abroad, it is confirmed that the making and the implementation of human resource management strategy of TY research institute should be promoted based on the set innovation strategy, the function re-engineering is made with scientific research and achievement transformation as a core, the human resource planning and forecasting is done well, the human resource management based on the pledge is built, then the full-scale optimization strategies are put forward in detail. Finally, with catalytic center, one of the departments under the administration of TY research institute, as the test unit, the theoretical optimization strategies of the human resource management of TY research institute are applied in real case. The applying process and effects are stated and analyzed in detail, which has obtained rather good results and achieved expected targets as a whole.The optimization method and procedure of human resource for research institute established in the thesis has solved the human resource problems of TY research institute under the circumstance of strategy adjustment, which can be referred by other same kind of enterprises.
