As an important part of the Chinese economy, the development of small and medium enterprises receive more and more concern from the government, what could be seen as a good opportunity for their development. However, due to the constraints of the situation, the competitiveness is not only strong, the pressure of survival and improvement is huge, in which, the level of performance management becomes a very important factor for the backward. H is a growing small and medium private enterprise, and the performance evaluation system is not perfect yet. Under this circumstance, this paper aims to establish a comprehensive performance evaluation system help H company improve the performance evaluation environment and results.After comparing with mainstream performance evaluation methods, this paper chooses the combination of Balanced Score Card(BSC) and Key Performance Indicators(KPI) methods to redesign the performance evaluation system of H company. First of all, in accordance with the Balanced Scorecard(BSC) theory, analyzes and decomposition of H company’s business strategy from customer, finance, internal processes and learning and growth four aspects, and selects the key driving factors in each dimension to further determine the key indicators of the company. Then, analyze the layers by decomposition, and determine the key performance indicators for each employee, so as to ensure the consistency of the strategic objectives of the overall development objectives and individuals. After that, take a more scientific and reasonable method to decide the weight of each key performance indicators, and explain the implementation of the new system of performance evaluation process. Finally, puts forward some suggestions and measures to ensure the smooth implementation of the new performance evaluation system.
