With the development of economy, natural disasters and man-made disaster are frequent in our country in recent years. This brings mass casualties and serious economic loss. Although it is impossible to avoid facing disaster, we can take advantage of efficient emergency management, such as disaster forecast in advance and quick rescue after disaster, to reduce loss significantly. Emergency logistics is an important part of the emergency management. Emergency logistics path planning is the key to ensure the emergency vehicles to reach the destination quickly and safely. Only by this way can it ensure emergency material supply timely, which is the key of the emergency rescue. So the reach of emergency logistics path planning is very important.The emergency logistics path selection is carried out in the network of the emergency logistics. Namely,the establishment of the emergency logistics network is the basis of path selection. The establishment of the emergency logistics’ network includes the choice of the node in the emergency logistics network and the description of the route properties. As it is a cross-regional logistics problem, we should use the towns as the nodes in the logistics’ network. In previous studies, the level of the town was used as the rule to select nodes. But in this paper, more selection rules are proposed though qualitative research on emergency logistics. The path planning is based on the path properties in the emergency logistics network. Defining the path properties in the emergency logistics’ network is the establishment of the indication system of the emergency logisti cs path selection. Though analyzing the target of emergency logistics path selection, the indication system of the emergency logistics path selection includes the path length, the crowed degree, the danger of the path, damage degree, communication ability and flexibility. AHP-Gray correlation analysis is used to calculate the weight of each indication. The path selection in the network is the algorithm of the emergency logistics network. Because the attribute is not one and those are expressed by the fuzzy number. The improved Dijkstra algorithm is using the TOPSIS method to solve the problem using fuzzy number to express the qualitative indicators. Then, the dynamic path planning model based on the changing information is proposed for the emergency logistics dynamic. A numerical example is used to validate the feasibility of the improved Dijkstra algorithm and the dynamic path planning model. And though compare the improved Dijkstra algorithm and the traditional Dijkstra algorithm, the superiority of the improved Dijkstra algorithm is verified. Though the research on emergency logistics network, some advises about the emergency management are proposed from the organization operation, the legal system, the information platform and the infrastructure constructi on.This paper enriches the theories and methods of emergency logistics path selection. And this paper provides emergency vehicle path plan to the administrator, which is helpful to make emergency logistics scheduling plan. Only in this way can we ensure the effectiveness of emergency rescue.
