"Food is the first necessity of the people." however, the quality and safety of agricultural products incidents are frequently in recent years in China,agricultural products quality and safety issues once again become the focus of the society. Due to the small scale and diversification of agricultural production, as well as the imperfect supervision system in quality and safety, resulting in the unsatisfied result in agricultural quality control, thereby affecting the quality and safety of agricultural products in China. International experience shows that farmers’ cooperatives are the most effective form to improve the organization. Thus, it is necessary to study the function of farmers’ cooperatives in agricultural production process to achieve the quality and safety of agricultural management. Jilin Province is China’s major grain producing areas and grain production bases, and on the basis of it, the animal husbandry developed, therefore, no matter in terms of the total agricultural or species, the Jilin Province are ranked ahead in the nation, the farmers’ cooperatives could participate into the quality and safety of agricultural management actively, playing a role in safeguarding the quality and safety of agricultural products, and also playing a leading role in the quality and safety of agricultural cooperatives to national farmers.This paper is divided into five chapters. The first chapter is to clarify the significance of this study, literature review, research, research methods and technical route. On the basis of the concept, the next chapter is define the status of the quality and safety of agricultural management and the development of farmers’ cooperatives in Jilin Province. The third chapter describes the function of farmers’ cooperatives, including organizational capabilities, mediation function, carrier function, services, protection and education functions. Through the field research,it makes us understand the functions which the farmers’ cooperatives played in the agricultural product quality and safety management, analysing the functions which farmers’ cooperatives played in agricultural quality and safety of agricultural management in production process combined with the cases. Chapter IV using the method of Likert scale to design the questionnaires, and according to Jilin Province in four counties(districts) of 20 farmers’ cooperative’s members and the person responsible for the survey in four counties(districts) in Jilin Province, to understand the factors affecting farmers’ cooperatives quality and safety of agricultural products. Through the factor analysis of the questionnaire, there are five factors that affect the agricultural products quality and safety management: internal operating mechanism, management, policy and legal, personnel quality and market factors. Chapter V presents the ways to improve the farmers’ cooperatives of agricultural product quality and safety management.
