Research On Farmland Scale Operation In Jilin Province At This Stage

With the development of economy in our country, the household contract responsibility system has been carried out since reform and opening to the outside, that such a small business model has not adapted to the requirement of the current development of agricultural modernization, and in order to realize the agricultural modernization, the key factor is rural land scale management. Through the development of the agricultural scale management and implementation, we can change the high investment, low income of agricultural production, and achieve large-scale operation of low income, high yield, and we can also promote the development of second and third industry and urbanization process, etc. This paper mainly studies farmland scale operation situation of Jilin province, on the theoretical basis of the scale economy theory, the grey system theory, the labor transfer, using literature analysis, stratified sampling method and empirical analysis and other research methods, then to research the necessary conditions and management present situation, influence factors, the best scale of the connotation of agricultural land moderate scale management.This paper adopts the method of combining theoretical research and empirical analysis, which on the basis of qualitative analysis and quantitative analysis to research rural land scale management in Jilin province. The main farmland scale measuring is productive scale and income scale, this paper base the disposable income of urban residents in Jilin province as a standard to measure cultivated land per capital income in the eastern, western and central area, and base the urban per capital disposable income as a measuring standard, using grey prediction method which to realize the moderate scale of operation per farmer when realizing the agricultural modernization in 2030 in Jilin province.Finally to point out the countermeasures and Suggestions of development of agricultural land moderate scale management in Jilin province:(1)To speed up the transfer of rural surplus labor force in Jilin province;(2)To strengthen and perfect social security system in rural areas in Jilin;(3)Raising the level of agricultural mechanization;(4)To develop the second and third industry, and promote the urbanization process;(5)To establish and perfect the system of farmland circulation. Through these countermeasures and Suggestions, to promote and impel the enthusiasm of farmers with land moderate scale management, to improve the efficiency of agricultural production, increase farmers’ income, accelerate the construction of agricultural modernization, and provide practical experience for future agricultural process.
