Since the reform and opening up, urbanization and industrialization development is rapid, expansion in urban village, township and village enterprises and industrial park construction as the main body of urban-rural construction land is the area of most profound impact by human activities on natural, it changes have important influence on the LUCC, become an important land use type in the LUCC study.This paper based on RS and GIS technology, analyzed dynamic change process of urban-rural construction land from three point by the time scale, space scale and intensive utilization degree of Liaocheng city during 1990 to 2014, employed the method of the combination of qualitative and quantitative analysis, from two aspects of social economy, policy factors, discussed the driving forces of urban-rural construction land dynamic changes, the results showed below:(1) Time changes. In 1990-2014, the urban-rural construction land area of Liaocheng city continued to grow, increased by 52140.20 hm2 during 24 years, the average annual increased of 2172.51 hm2, the annual change rate was 2.28%; the proportion of the total area of the city were increased by 5.98%, which the highest contribution was during 2009-2014, the urban-rural construction land area increased by 16808.33 hm2, accounting for the total area 32.24%, an average annual increase of 3361.67 hm2, the annual change rate was 2.58%, the increase area, with an average annual increase of area and the annual change rate were the highest in each period. Different land use types(center city, county, town, rural residential areas) area continued to increase, existence phase difference change amplitude and speed. Center city construction land area increased by 8993.03 hm2 during 24 years, the average annual increased of 374.71 hm2, the annual change rate was 18.32%, was the highest annual change rate of land use type, for urban-rural construction land increased 5.34% percentage of the total area; county construction land increased by 17946.26 hm2, the average annual increased of 747.76 hm2, the annual change rate was 17.17%, for urban-rural construction land increased 10.56% percentage of the total area; town construction land increased by 3015.02 hm2, the average annual increased of 125.63 hm2, the annual change rate was 1.96%, the expansion speed was relatively slow compared to other land use types, for urban-rural construction land decreased 0.34% percentage of the total area; rural residential construction land increased by 22185.76 hm2, the average annual increased of 924.41 hm2, the annual change rate was 1.12%, was the construction land types which in the area of increased most and the lowest annual variations of land use types, for urban-rural construction land decreased 15.56% percentage of the total area, during 2009-2014, the proportion decreased most significantly, decreased by 6.06%.(2) Spatial changes. The urban-rural construction land expansion of Liaocheng city existence difference in the county(city, district), and each county(city, district) has different variation tendency in different stages. During 24 years, the urban-rural construction land of Dongchangfu district land area increased the largest number, totally increase of 12342.81 hm2, accounted for 23.67% of the total area of urban-rural construction land increased, the average annual increased of 514.28 hm2, the annual change rate was 2.97%. Which the highest contribution was during 2000-2005, the urban-rural construction land area increased by 4954.86 hm2, an average annual increase of 990.97 hm2, the annual change rate was 5.34%. The urban-rural construction land of Donge land area increased the least number, totally increased of 3154.17 hm2, accounted for 6.05% of the total area of urban-rural construction land increased, the average annual increased of 131.42 hm2, the annual change rate was 1.86%. On the whole, the urban-rural construction land area of Dongchangfu district, Chiping, Gaotang, Linqing accounted for the total area of the urban-rural construction land were raised, the proportion of Shenxian, Donge, Yanggu, Guanxian were reduced. The distribution center of urban-rural construction land on the whole moved from southwest to northeast direction. The fragmentation of urban-rural construction land reduced, patches area difference increasing, expansion degree of different patches showed difference, and the shape of urban-rural construction land patches is more rules, similar to the square or circular.(3) Intensive utilization. The degree of intensive utilization of urban-rural construction land in Liaocheng city was improving, but the growth elasticity coefficient of urban-rural construction land was too high, per capita urban-rural construction land area was much higher than national relevant regulations, the degree of intensive use of urban-rural construction land should improve.(4) Driving factors. There are close contact between the expansion of the urban-rural construction land in Liaocheng city with population, GDP, two or three industrial added value, fixed assets investment and the government’s policy and planning guidelines.
