As the development of the social revolution, heating industry gradually hot commodity, marketization. In this process, private enterprises gradually enter the heating business ares, competition is becoming increasingly fierce heating areas. So the competition of human resources takes the most important role in the development of an heating enterprise. To establish and maintain enterprise core competitiveness to achieve sustainable development, it is an urgent priority to make a Human Resources strategic planning according to the development strategic of company.The object of study of this paper is Guye District of Tangshan City Heating Company(hereinafter referred to as Guye Heat), combined with human resources, human resource management and human resources, strategic planning and other related theories, research company’s human resources strategy.This paper first discusses the theory of human resource strategy, and provides aa theoretical basis for the following resrarch work. Secondly analyzes the internal and external environment of Gu Ye heating power, at the same time, useing the SWOT analysis method to analyze enterprise human resources environment, summed up the problem of the company’s human resources management. Then combining with the status quo of enterprise through unitary linear regression analysis of Gu Ye Heat’s future human resources supply and demand situation, and for data, develop human resources strategic planning program that line with the Gu Ye Heat’s overall strategy. Final, develop implementation processes and related safeguards, so that human resources strategic planning to better get implemented.In this paper, the idea from the angle of strategy for the Gu Ye Heat in the future development of human resouces, the development of human resources development goal and strategy and under the guidance of this,in-depth analysis of the development direction of Gu Ye Heat in the future human resources,and eventually forming target system of human resources strategic. Through the study of this article to help Gu Ye Heat analysis of human resource management defects and deficiencies in the process, makes human resources strategic planning that lines with corporate strategy, to help enterprises improve personnel structure, improve the utilization of human resources, and to improve the core competitiveness.
