The era of the knowledge economy to make people aware of the importance of talent. Human resources began to be attention. With the increasingly fierce global competition and rapid changes in the market environment, human resources became the basis for enterprises to gain competitive advantage, and more and more management scientists and entrepreneurs generally agree. So the companies have set the human resource management department, and look forward to their competitive advantage through effective human resource management. At the same time, corporate strategic matures and the theoretical system of human resources strategic management also gradually improve, which provides the possibility for Human Resource Management Strategic Studies. In Human Resource Management Strategic Studies, it is generally believed that the human resources management strategy is subordinate to corporate strategy. Corporate strategy need match different human resource management strategy.In this paper, based on analysis of Chinese north car company’s internal and external environment, Application of SWOT matrix in the face of North car company human resources social environment, labor laws and regulations, the macroeconomic environment opportunities and threats, advantages and disadvantages are analysed more thoroughly. Eventually a conducive to the development of China CNR practical human resource management strategy program is drawn up. And the formation of strategic human resource management adapt to enterprise development strategy, to guide the company to take appropriate measures to ensure the implementation of strategic human resources management, and provide a strong human resources guarantee for the healthy, rapid and sustainable development.Human resources and management is to achieve strategic objectives of the enterprise foothold. This article put forward targeted and conducive human resources strategy based on the actual situation of the enterprise of CNR, in order to enhance the enterprise’s ability to respond to external market environment and optimize the allocation of human resources, so as to enhance the competitiveness of enterprises.
