With the growing global climate warming, environmental and energy crisis and other issues have become prominent increasingly, we are deeply aware of that should be attached to the issue of low-carbon economy with a high degree of attention. The construction industry, as a pillar industry now and is also the consumption subject of resources and energy, it shoulder a very important responsibility to reduce energy consumption and reduce emissions of carbon dioxide, at the same time, as a new management model, supply chain management, you need to develop a construction supply chain of low-carbon, following the developed trend of the construction industry, building evaluation system of subject low carbon behavior of construction supply chain is imminent, it would be the inevitable choice and strategies required to comply with the trend of the times.This article takes this as starting point, by reading a large number of literatures, conducting intensive analysis on the domestic and foreign scholars in related research’s current situation about construction supply chain and supply chain performance evaluation, identifying problems in research in related to in the construction supply chain, and realizing many researchers mainly takes benefit as the core in the evaluation of the supply chain, putting financial measures to reflect the overall results of operations, so that the final results of the evaluation are too one-sided, neglecting the unity of the economic, social and environmental benefits. While this article is focused on the whole life cycle of construction project, taking the entire production process of the project to use the process the recycling of all participants, analysising their behavior what impact will bring to low carbon behavior of building supply chain subject, this paper is based on describing the related theories in construction supply chain, departing from supplier’s, owner’s, designer’s, construction’s applier’s low carbon behavior factors respectively, taking it as level indicators of evaluation indicator system, under of which has a total of 33 secondary-level indicators. In order to improve the evaluation index system, using rough set theory, using Rosetta software to filter for each index in the evaluation index system of construction supply chain subject low carbon behavior, using SPSS statistical software to go on reliability and validity analysis for the original index data, using method of structural equation model to evaluate low carbon behavior of construction supply chain subject, by Amos software outputting the roadmap of between each index. Eventually integrating with the evaluation results, starting from the construction supply chain for each subject separately, putting forward the main measures to enhance effect of low carbon behavior of the construction supply chain subject, finally, carrying on analysis of cost’s feasibility based on all the main implementation of low carbon behavior measures, proving that the measures proposed is effective and can be implemented in this paper finally, providing theoretical basis and practical guidance for the reasonable operation of construction supply chain subject of low carbon behavior.
