In recent years, with the increase in emissions and concentrations of CO2 and other greenhouse gas, carbon reduction has attracted increasing attention from the whole society and become a hot issue in the eyes of academia. Land is not only the natural carrier of the ecological environment, but also the spatial carrier of human socialand economic activities. The process of land use will inevitably produce large amounts of carbon emissions. The optimization of land use structure combined carbon emissions will work better in achieving land use carbon reduction and helping to improve the overall efficiency of land use.Accordingly, this thesis begins from the theoretical analysis of land use based on carbon reduction targets. And then it builds a land use structural optimization model on this basis.Therefore, it optimizes the structure of land use given by "Jiangsu Province Land Use Planning(2006-2020)" based on carbon reduction targets and land use economic and ecological benefits, and it also analyzes the carbon reduction potential of optimization results.Main conclusions drawn from these studies are:(1) Carbon reduction complements land use system. Adjusting land use structure consciousily will not only achieve economic growth while protecting the land resources, but also achieve carbon reduction targets in the development of the economy.(2) Carbon emissions of Jiangsu land use from 2005 to 2012 increase year by year. The order of various factors’ effectiveness affectting net carbon emissions of land-use change is g>ki>li>p>q. Although the economic development and the structure of land use play obvious role in driving growth in net carbon emissions, further research shows that there is a huge potential to reduce land use net carbon emissions by optimizing the structure at this stage.(3) The optimization results can not only achieve carbon reduction targets, taking the economic and ecological benefits of land use into account, but also meet the basic requirements of economic development and food security and ecosystem protection.of Jiangsu Province in 2020.According to the above analysis, some policy proposals are put forward in this paper, which includes: controlling construction land expansion strictly and reducing the proportion of high-energy industrial land while strengthening the protection of ecological land and enhancing the ability of land carbon sinks; promoting the realization of differentiated patterns of land supply and the upgrading of industrial structure; improving the energy structure and efficiency and developing clean energy to reduce energy consumption; improving agricultural land management techniques to save agricultural inputs and develop low-carbon agriculture.
