As an important pillar industry of Chinese economic development, coal industry should improve the level of scientific and technological progress to adapt to the requirements of the development of the external environment. Scientific evaluation should be applied to the coal enterprises for its technological level of progress. This behavior is conducive to a more profound understanding of the enterprise’s own development path, identifying weaknesses in internal production management system. Then propose appropriate measures, and clear the company’s future development direction.In order to establish scientific and technological progress level comprehensive evaluation system to in line with the features of coal industry and the times, present situation at home and abroad was studied. On the basis, correlation analysis was made about connotation of technological progress and characteristics of coal enterprises as well as development overview. According to the resource constraints of coal enterprises, production of high-risk sex, damaging the environment and other characteristics, following the relevant principles, the scientific and technological progress level comprehensive evaluation system was established. More specifically, it set integrated environmental conditions, the level of investment in science and technology, economic level and the social level as the main line. Moreover, it includes 9 two indicators and 24 three indicators. On the basis, the Analytic Hierarchy Process was applied. Then 42 experts with senior titles in the north and south of coal were invited from 24 work units, belonging to three areas of professional production technology, safety management and economic management. According to the relative importance of index levels, the experts scored using 1-9 scale method. Based on scoring results, the judgment matrix of the index weight was constructed. Then the maximum eigenvectors and the largest characteristic root were calculated, and consistency check was done. Through the above steps, we can get final index weights. Weight analysis shows that coal enterprises should focus on the improvement of the overall quality of workers, the introduction of high-level technical personnel and an increase in technology investment.On the basis of the evaluation system, advantages and disadvantages as well as application conditions of various evaluation methods were analyzed, then fuzzy comprehensive evaluation model was chosen to construct the comprehensive evaluation model. Firstly, determine the collections of evaluation factors and reviews. Secondly, conduct the single factor evaluation for the quantitative and qualitative indicators. Thirdly, construct fuzzy relation matrix based on the above conclusions. Fourthly, select fuzzy operator, integrate the index relative weights and fuzzy relationship matrix from the bottom up, and obtain evaluation results vector. Based on the weighted average principle, the valuation results vector was transformed by hundred mark system. Then the final evaluation score was obtained.For the evaluation system, the level of scientific and technological progress in coal enterprises in North China was chosen to conduct the actual evaluation. The results showed that the evaluation system with a strong practical has some guidance for the technology development and management optimization of coal enterprises.
